The 6 people fined include: Nguyen Van Ninh (born in 1974, residing in Tan Thinh ward, Hoa Binh city), Nguyen Van Tuyen (born in 1979, residing in My Do ward, Bac Giang city); Nguyen Van Canh (born in 1990), Nguyen Van Quan (born in 1989), Nguyen Van Thiet (born in 1987), Tran Dinh Khanh (born in 1995, all residing in Van Ha commune, Viet Yen district, Bac Giang). The total fine is 2 billion 219 million VND.
At 10:15 a.m. on February 27, 2023, the Economic and Position Crime Investigation Police Team, Chi Linh City Police, Dong Lac Ward Police and the Waterway Traffic Police Team, Traffic Police Department, Provincial Police discovered in the Kinh Thay River area in Mac Ngan residential area, Dong Lac Ward (Chi Linh) there was a concrete ship without a registration number driven by Nguyen Van Canh (ship owner) and an iron ship with the license plate NB-6896 driven by Nguyen Van Tuyen using machinery and equipment to exploit sand from the riverbed to the two ships above.
Through verification, it was found that there were 6 people on the 2 ships illegally mining sand. Of these, Nguyen Van Ninh directed the remaining 5 people to mine sand from the riverbed without a mineral exploitation license from the competent state agency.
The total volume of illegally exploited sand is 57.2 m3. The ship NB - 6896 owned by Mr. Nguyen Van Tuan (born in 1977, residing in Tran Phu ward, Bac Giang city) has expired registration.
Chi Linh City Police have submitted to the Chairman of Hai Duong Provincial People's Committee a decision to administratively sanction the above 6 people, with a fine of 175 million VND/person; confiscate 2 ships and 57.2m3 of exploited sand.
According to the penalty decision, Chi Linh City Police returned the iron ship NB-6898 to its owner, Mr. Nguyen Van Tuan. In addition to paying a fine of 175 million VND for illegal sand mining, Nguyen Van Ninh must pay 1 billion 161 million VND - an amount equivalent to the value of the iron ship NB-6898 (evidence of the violation) to the state budget.
In addition to the fine of 175 million VND, Nguyen Van Canh was also administratively fined 3.5 million VND for the violation of "not having a professional certificate as prescribed"; Nguyen Van Tuyen was administratively fined 4.5 million VND for the violation of "not re-registering the vehicle as prescribed".
