On May 17, the Chairman of the People's Committee of Gia Loc district (Hai Duong) decided to administratively fine Mr. Dang Van Tiep (in Cam Doai commune, Cam Giang) 44 million VND.

At around 11:30 p.m. on March 24, in the Ke Sat River area of Hung Long village, Yet Kieu commune (Gia Loc), Mr. Tiep exploited 9.8 cubic meters of sand and gravel without a license. Mr. Tiep did not have a vehicle registration certificate, a vehicle technical safety and environmental protection certificate; and hired and employed crew members without a certificate of professional competence or professional certificate.
The above actions of Mr. Tiep violated the provisions of Decree No. 04/2022/ND-CP on amending and supplementing a number of articles of the decrees on administrative sanctions for violations in the fields of land, water resources and minerals, hydrometeorology, surveying and mapping; Decree No. 139/2021/ND-CP of the Government regulating administrative sanctions for violations in the field of inland waterway traffic.
In addition to the fine, Mr. Tiep also had all illegally exploited minerals confiscated; the means used to commit the violation confiscated; was forced to return the minerals obtained from the illegal act; and had to pay the costs of requesting appraisal, testing, measurement and verification.
