Although it is not yet known how to manage the budget for paying teachers when implementing Circular 29, most schools in Hai Duong maintain review sessions for final year students.
Circular 29/2024/TT-BGDĐT will be applied immediately in the second semester of the 2024-2025 school year, while the high school graduation exam and 10th grade entrance exam are approaching, causing more anxiety for students and parents. In particular, tutoring centers cannot immediately meet the needs of students. On the other hand, students are familiar with the teaching and review methods of teachers at school. If they go to a center to study, they do not know what the quality will be like, how it will be managed, and even the cost will increase.
So that students and parents do not have to worry, junior high and high schools in the province have promoted and encouraged staff and teachers to agree to continue reviewing for final year students with the highest sense of responsibility.
Like most other secondary schools in the province, after Circular 29 was issued, Nguyen Hue Secondary School (Cam Giang) continued to maintain review sessions for 9th grade students. Teacher Nguyen Thanh Duc, Vice Principal of the school, said that the school currently has more than 600 students, including more than 170 9th graders. In order not to interrupt the students' review sessions, the school held an early meeting, agreed on a policy in the pedagogical council, and encouraged teachers to provide free review sessions for the students.
“In the past, teachers have not clearly defined the limits of knowledge because the province's guidelines for the knowledge scope of the 10th grade entrance exam were a bit late. In particular, this year is the first time students are taking the exam according to the new program. The 10th grade entrance exam is considered more difficult than the university entrance exam. Meanwhile, the review time according to Circular 29 has been reduced compared to before. These things make teachers, students and parents worried. Therefore, continuous review for students is necessary, there is not much time left. In the near future, all teachers will teach with the highest sense of responsibility for their students,” said Mr. Duc.
Similarly, Ben Tam High School (Chi Linh) also did not disrupt the review of 12th grade students. Accordingly, after Circular 29 was issued, the school rebuilt its educational plan to ensure compliance with regulations. The school still maintained the review for the high school graduation exam as usual.
Teacher Pham Ba Huy, Principal of Ben Tam High School, said that this is a school in a remote area of the province with about 11% of the students being ethnic minorities. Of the 317 12th graders, 9.8% are ethnic minorities. However, in recent years, the quality of the school's high school graduation exam has gradually increased in the provincial rankings. Every year, nearly 100% of students graduate from high school. In order to continue to maintain and develop, gradually improve the quality of education for local children as well as the unit, the collective of management staff and teachers are always united, making efforts to best complete the goals and tasks of each school year. This is further demonstrated when all teachers agree to teach free graduation exam review for 12th graders. As for 10th and 11th graders, teachers of each subject also pay attention to and support regularly, assign homework and have assessments to improve their self-study spirit.
"The exam is coming soon, if we don't organize review sessions for the students, we feel insecure and guilty towards them," said Mr. Huy.
Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training stipulates that from February 14, 2025, only 3 groups of students can register for extra classes by subject, including senior students who voluntarily register for entrance exams and graduation exams according to the school's education plan. However, the new circular stipulates that extra classes in schools cannot collect money from students. Schools must use the state budget and other legal funding sources to pay for this activity. However, schools do not know where to get this funding from.
Many high school principals and leaders of district-level Departments of Education and Training are also concerned about the fact that teachers are always responsible and devoted to their students, but "Only with practice can we practice". Without funding to pay or support teachers, the above solution is only temporary and unlikely to last long. Enthusiasm will probably be difficult to flourish. Because the annual budget and savings of schools are only enough to pay salaries and invest in and repair small-scale facilities.
Mr. Do Duy Hung, Deputy Director of the Department of Education and Training of Hai Duong, said that there has been a document directing the implementation of Circular 29. It includes a request for schools to focus on organizing review and consolidating knowledge for final year students of grades 9 and 12 to ensure efficiency and quality.
“The funding for paying teachers to teach extra classes in schools is a difficult issue at this stage. In the immediate future, schools need to promote and encourage teachers to be responsible for their students. The Department will coordinate step by step to research and advise the Provincial People's Committee on solutions suitable to local practical conditions,” said Mr. Hung.
After Circular 29 was issued, the Department of Education and Training of Hai Duong also promptly consulted and submitted a draft regulation on extra teaching and learning in the province. Currently, the regulation is in the stage of collecting comments and will soon be issued for synchronous implementation in the near future.
At any stage and in any circumstance, teachers need to uphold their sense of responsibility. The responsibility of teachers is to teach so that students can develop their qualities and abilities and meet output standards. For students who are still weak and are struggling to prepare for the transfer exams and high school graduation exams, the responsibility of the school and teachers is to support the students. If each teacher determines their responsibility, other problems will no longer be so heavy.
Because the biggest measure of a teacher will be the quality and educational results of each student, each class, each school. The results of the students will affect the brand and professional quality of that teacher. The most obvious result will be the upcoming 10th grade entrance exam and high school graduation exam.
During his lifetime, President Ho Chi Minh paid special attention to the country's education and he emphasized: "The task of education is very important and glorious. Without teachers, there is no education... Without education, without cadres, there is no economy or culture." And more than anyone else, in this difficult period, each teacher should demonstrate his or her great role in the cause of cultivating people, the cause of education and training.

Circular 29 has received attention from the whole society, because it not only concerns schools and teachers, but also students and parents.
The biggest impact in this period is on the final year students of grades 9 and 12. This is the first group of students to take the exam according to the new general education program of 2018, so they will certainly face many difficulties due to the innovation of the entrance exam for grade 10 and high school graduation. While schools are stabilizing their education and review plans for final year students, Circular 29 not only disrupts the review process but also affects the psychology of the students. Parents are like sitting on a "fire" while it is the final stage of these two important exams.
While Circular 29 tightens extra-curricular teaching and the funding is unclear to support teachers in extra-curricular teaching in schools, teachers, no matter how responsible and free they are, will find it difficult to devote all their efforts.
Propose that the Ministry of Education and Training and the Department of Education and Training of Hai Duong issue documents guiding the implementation of Circular 29 in accordance with reality, ensuring the rights of students, especially students taking the 10th grade entrance exam and graduating from high school in the 2025-2026 school year.

Teachers have been responsible for teaching senior students for free, so parents also need to be responsible for sharing with them during this difficult period.
Each parent can support and thank teachers voluntarily, especially promoting the sense of responsibility of parents with economic conditions. However, whether voluntarily supporting teachers is in accordance with regulations or not is also a concern.
According to research, to mobilize funding for schools, schools must comply with Circular No. 16/2018/TT-BGDDT regulating funding for educational institutions in the national education system. It clearly stipulates that funding must not be mobilized to pay for: teaching fees; expenses directly related to managers, teachers, lecturers and staff; rewards for managers, teachers and staff; costs to support the management of educational institutions...
With the above reference, schools cannot mobilize funding to organize extra teaching and learning activities in schools.
In order for schools to mobilize sponsors for educational activities and extra teaching, the Ministry of Education and Training should have an open direction or amend Circular 16 to suit each specific condition and subject.
