Need to study and propose to build some policies

Speaking at the closing session, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged that the Provincial People's Council delegates demonstrated a sense of responsibility, promoted democracy and intelligence with the contents presented at the session and unanimously passed 16 resolutions.

Chairman of the Provincial People's Council Le Van Hieu requested authorities at all levels to focus on implementing 7 contents well. That is, urgently absorb and complete the Hai Duong Provincial Planning for the period 2021-2030, with a vision to 2050. Review and clearly define the remaining tasks and workload according to each main goal and target of 2023. Speed ​​up the progress of public investment projects, striving for the disbursement rate of public investment capital to reach 95%.

Focus on leading the implementation of tasks in the cultural and social fields. Pay attention to investment and promote the attraction of socialized investment in culture, health, education, agriculture, environment, social housing... Fully and promptly implement social security policies, improve the material and spiritual life of the people.

The Chairman of the Provincial People's Council requested that authorities at all levels focus on evaluating and finding solutions to implement recommendations from voters and businesses, issues reported by the press on policies, conclusions and decisions of the Provincial People's Committee, and long-standing bottlenecks... Thereby, building an honest, friendly government that serves the people.

It is necessary to study and propose the development of a number of local policies such as a mechanism to support investment in facilities according to the Project on Human Resource Development to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030. In the immediate future, it is necessary to ensure the conditions of facilities for Hai Duong University in 2024 and 2025, Hai Duong Vocational College. Develop a comprehensive policy on preferential and attractive regimes in the fields of education and health; support and attract highly qualified cadres, lecturers and experts to teach at training institutions. Propose solutions to support tuition fees and living expenses for pedagogical students; increase support regimes for commune-level cadres, civil servants and non-professional workers at the commune level who leave their jobs when arranging administrative units; policies to support disabled children and students in difficult circumstances studying and living in the area. Research on adjusting prices for collection and transportation of domestic waste in the province.

The Chairman of the Provincial People's Council proposed to review and evaluate the overall implementation of Resolution No. 05/2021/NQ-HDND dated October 29, 2021 of the Provincial People's Council on decentralization of revenue sources, expenditure tasks, and percentage of revenue sharing among budget levels in the province in 2022 and the period 2023-2025, and to have solutions to ensure that the provincial budget is the mainstay, meeting investment requirements for all three budget levels. Urgently address limitations in investment in new rural construction.

Prepare well for the regular year-end meeting

Emphasizing that there are only 55 days left until the end of 2023, Chairman of the Provincial People's Council Le Van Hieu assessed that this is the final stage to achieve the socio-economic development goals of the whole year, creating a favorable premise for 2024. Therefore, authorities at all levels from the province to the grassroots level and first of all the Provincial People's Committee need to uphold their sense of responsibility, seriously and fully implement the conclusions and directions of the Prime Minister, the Provincial Party Committee Standing Committee, the Provincial Party Committee Secretary, and the Provincial People's Council in leading and directing the socio-economic development of the locality.

Regarding the resolutions passed at this session, comrade Le Van Hieu requested the Provincial People's Committee to urgently direct the concretization and implementation. The Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the delegations, and the Provincial People's Council delegates urge and closely monitor the implementation process, ensuring that the resolutions come to life and have the highest efficiency.

Regarding the Provincial People's Council meeting at the end of 2023 scheduled to be held from December 6 to 8, Chairman of the Provincial People's Council Le Van Hieu said that this is a meeting with many important contents. The Provincial People's Committee, specialized agencies of the Provincial People's Committee as well as the Provincial People's Council committees need to be proactive, urgent and serious in preparing the meeting contents according to the requirements.

5. Resolution on deciding to adjust the investment policy of the Con Son - Kiep Bac historical and cultural relic site conservation project associated with tourism development
6. Resolution on deciding to adjust the investment policy of the Project to build a 3-storey, 12-room classroom building for Nam Sach High School
7. Resolution on deciding to adjust the investment policy for the Project of 3-storey subject classrooms and functional classrooms and auxiliary works, Tu Ky High School
