As the first unit of Hai Duong city to establish a business - entrepreneur club, Viet Hoa ward has promoted the strength of consensus between the government and businesses.
Correct policy
The Viet Hoa Ward Business and Entrepreneurs Club (Hai Duong City) was established in December 2021. At that time, the ward had An Phat high-tech industrial park, Viet Hoa - Cam Thuong industrial cluster, with more than 60 small and medium enterprises, 250 production and business establishments, individual business households, and 325 commercial service shop owners.
According to Chairman of Viet Hoa Ward People's Committee Ho Xuan Binh, enterprises play an important role in local economic development, creating jobs for thousands of workers, and contributing significantly to the province's budget revenue. However, enterprises also face some difficulties such as limited production space, administrative procedures related to land and construction are still entangled, and the labor force does not fully meet the requirements of skills. Realizing the need to establish an organization connecting enterprises, in December 2021, the Ward People's Committee coordinated with typical enterprises in the area to establish the Viet Hoa Ward Business - Entrepreneurs Club, to accompany enterprises and entrepreneurs.
Being the first ward in the city to establish this club, the club had 11 member businesses on the first day of its establishment. Up to now, the ward has more than 100 businesses and hundreds of business households operating in many fields, the number of club members has also increased to 50, including representatives of small and medium enterprises, cooperatives, and large business households.
The club was established with a Board of Directors and its own operating regulations with the aim of being a bridge between the government and the business community, helping to promptly reflect the difficulties and problems of businesses so that the government can find solutions together. At the same time, it is also a place for businesses to exchange, cooperate and support each other in production and business.
Government support
"The ward government always determines that when businesses develop, the locality also develops. Therefore, the ward has focused on implementing solutions to support businesses. In particular, it focuses on promoting the settlement of administrative procedures according to the one-stop mechanism, shortening the time to process land records, construction, and business registration. Organizing dialogues between the government and businesses to listen and remove difficulties for businesses," added Chairman of the Ward People's Committee Ho Xuan Binh.
From that correct policy, the People's Committee of Viet Hoa Ward has regularly updated new tax policies, loan support procedures, digital transformation, helping businesses to access easily. In particular, the ward has promptly supported businesses in planning issues, site clearance, ensuring technical infrastructure so that businesses can confidently invest and expand production. Thanks to that, many businesses in the area have developed stably, contributing positively to the local budget.
Mr. Pham Van Tuyen, Director of Thien Ton Company Limited, a club member, said: "When part of our factory caught fire, the People's Committee of Viet Hoa Ward immediately supported the fire fighting force. Then, the business was instructed on fire prevention and fighting procedures and many other policies. Throughout the operation process, the business and the ward government have had a close relationship, exchanging regularly in many activities. Thanks to that, we feel secure in production and business activities."
The club's member businesses and the business community in the ward have created stable jobs for more than 11,000 workers, with an average income of over 7 million VND/person/month.
Business partners
With favorable conditions created by the government in their operations, the club's member businesses also actively accompany the ward government to participate in social security activities in the area.
The highlight is that businesses have joined hands to support the ward in building the project "Urban beautification, installation of colored lights, propaganda billboards on Cam Hoa street" in mid-2024. Cam Hoa street where this project is being implemented is more than 300 m long, located right in the center of the ward. The project was directly implemented by the club, from mobilizing financial support, to completing the construction before handing it over to the ward. The club hired a unit to trim the trees on both sides of the road, decorate lights on 15 trees, install patterned lights, billboards on 11 lamp posts. The total value of the project is more than 200 million VND, all from the support of businesses, each unit from 10-20 million VND.
Previously, Viet Hoa ward also invested nearly 600 million VND to renovate the sidewalk of Cam Hoa street, with the cooperation of club member businesses.
These projects aim to beautify the urban area to celebrate the 220th anniversary of Thanh Dong's founding and the 70th anniversary of Hai Duong City's liberation, thereby contributing to changing the urban appearance in a spacious and modern direction.
In addition, the club maintains the organization of giving gifts to poor households, policy families, and supporting disadvantaged students regularly on many occasions such as holidays, Tet, new school year... In 2024 alone, businesses contributed nearly 100 gifts to the ward's social security funds to promptly deliver them to people in difficult circumstances and policy families.
Enterprises also accompanied the locality in many movements such as cleaning up the environment in response to "Green Sunday", supporting the ward in the work of preventing the Covid-19 epidemic. In particular, after storm No. 3 in September 2024, when the Ward People's Committee mobilized, all member enterprises of the club mobilized to clean up the area outside the enterprise, collect fallen trees, contributing to helping Viet Hoa become a typical example of quickly overcoming the consequences after the storm.
During major holidays of the residential area, the ward's departments, temple festivals, and the club congratulate and give gifts. The club also joins the delegation of the Party Committee, People's Council, and People's Committee of the ward to visit and give gifts to the households of children of Viet Hoa ward who go to reclaim land to do business in Bac Giang province.
Enterprises also sponsor the 2023 Viet Hoa Ward Business Cup youth football tournament, and the ward's volleyball tournament. Typical of these activities are Thien Ton, Gia Bao, Duy Tan, Mang Thuan, Hong Duong Co., Ltd.
When the government and businesses are united, the locality will have conditions for sustainable development, a favorable investment environment and improved people's lives. Such close cooperation also helps businesses operate more effectively, make the most of support policies and promptly resolve difficulties. In return, businesses not only contribute to the budget but also actively participate in infrastructure construction, environmental protection and social security work. This close relationship creates the driving force for Viet Hoa ward to develop in a modern and civilized direction, becoming a reliable destination for investors.
Spread the movement locally
Since the establishment of the Viet Hoa Ward Business - Entrepreneur Club, social security movements and activities in the locality have increasingly spread strongly in the community. The ward now has many cultural, artistic and sports activities serving all ages such as football, volleyball, health care, folk dance, chess... Many sports tournaments or activities are sponsored by participating businesses, so the scale of organization is also more systematic, attracting more and more people to participate, contributing to enriching the spiritual life of the people.
In addition, it has become a tradition that on holidays and Tet, many club member businesses have actively participated in giving gifts to poor, near-poor households, and policy families in the area. When businesses and business households do well, they also pay more and more attention to social security work in the area.
