At the April meeting of the Provincial People's Committee (6th time), the Provincial People's Committee agreed to let Hai Duong City implement the Ngo Quyen high-rise mixed-use housing project and the city center urban area - Area 2 (Diamond Land).
On the morning of April 25, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee, chaired the 6th meeting of the Provincial People's Committee in April to discuss and resolve the contents and reports reported by the Departments of Labor, War Invalids and Social Affairs, Planning and Investment, Industry and Trade, Construction; the Provincial Military Command, the Office of the Provincial People's Committee and the Hai Duong City People's Committee.
Hai Duong Provincial People's Committee basically agreed with the proposal of the Department of Planning and Investment, Hai Duong City People's Committee on the implementation of the Ngo Quyen mixed-use high-rise housing project, the city's central urban area - Area 2. The Standing Vice Chairman of the Provincial People's Committee requested the Department of Planning and Investment, Hai Duong City to prepare an independent report on these two projects. In which, clarifying the content to implement the project, Hai Duong City will be assigned to implement phase 1, which is site clearance and investment in a number of items and works. Investment resources for phase 1 will come from the city budget.
Regarding the problem related to land handover for the mixed-use high-rise housing project, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Natural Resources and Environment and Hai Duong City People's Committee to coordinate and propose appropriate solutions.
According to the Department of Planning and Investment, the Ngo Quyen mixed-use high-rise residential area in Thanh Binh ward (Hai Duong city) was approved by the Standing Committee of the Provincial Party Committee for planning in Notice No. 145-TB/TU dated March 20, 2021 and was approved by the Provincial People's Committee for planning in Decision No. 1348/QD-UBND dated May 7, 2021. In which, the land area for planning with an area of 19,421 m2to build a 32-storey mixed-use building (excluding the basement) with the functions of housing combined with commercial, office and public service floors; low-rise residential area with 25 adjacent residential lots. In addition, this area will build a cultural house to serve the needs of residents of residential area No. 9 (Thanh Binh ward). The Department of Planning and Investment and the People's Committee of Hai Duong City agreed to advise on the form of investment as auctioning land use rights to select investors. The City People's Committee will carry out the construction of the cultural house in area 9 and clear the site for the mixed-use housing project.
The central urban area of Hai Duong City - Area 2 (Diamond Land) has been approved for planning by the People's Committee of Hai Duong province in Decision No. 1982/QD-UBND dated June 19, 2018, and has been approved for adjusted planning by the People's Committee of Hai Duong City in Decision No. 2943/QD-UBND dated September 7, 2023. In which, this area is planned as a commercial service area with a building height of 9-15 floors and residential land including apartments, social housing combined with green space, water surface... Hai Duong City proposes to build internal roads, related technical infrastructure systems, carry out site clearance to serve as a basis for auctioning land use rights, selecting investors to implement the project.
