Urgently start a series of social housing projects in localities

Following strong instructions from the Prime Minister, localities are ready to start construction of a series of social housing projects with a scale of tens of thousands of units in 2024.

Localities speed up progress

According to Vice Chairman of Hanoi People's Committee Duong Duc Tuan, Hanoi has approved the housing development program for the period 2021 - 2030, which identifies the housing demand by 2030 as 6.8 million square meters of floor space, equivalent to about 110,000 apartments. Implementing the social housing plan for the period 2021 - 2025, the goal is to develop more than 1.2 million square meters of new floor space, equivalent to about 20,000 apartments.

Currently, the City has established a special working group of the City People's Committee, headed directly by the Chairman of the City People's Committee, to remove difficulties and obstacles, effectively supporting businesses and investors in building social housing projects, with a land fund of over 400 hectares.

Through research, the social housing projects in the 2021 - 2023 period of Hanoi City have implemented 63 projects, with 4.15 million m2 of floor space, equivalent to about 62,000 apartments. To date, 5 projects and 2 works have been completed, with about 410,000 m2 of floor space, equivalent to about 5,200 apartments. In 2024, the City plans to transfer 3 projects to be completed with 78,000 m2 of floor space, equivalent to about 1,180 apartments and 9 projects will start construction with a scale of 6,400 apartments.

In the provinces and cities of Hai Phong, Thanh Hoa, Quang Tri, Khanh Hoa... Vingroup has also started construction of 4 social housing projects since the beginning of the year. Once completed, these projects will add more than 10,000 apartments and housing funds in the localities. Vingroup is also continuing to carry out legal procedures to be able to soon start construction of social housing projects in: Hanoi, Hung Yen, Ha Tinh, Ho Chi Minh City and other provinces and cities.

Hoang Quan Group has also registered in the program of 1 million social housing units with 50,000 apartments; is implementing 12 projects, in 2024 alone, it will complete 3,000 apartments in Tay Ninh, Binh Thuan and Tra Vinh. Participating in the social housing program for workers for more than 10 years, up to now, the Group has completed 10 projects, with 10,000 apartments, of which, in Ho Chi Minh City, it has completed 4 projects with 4,000 apartments.

Also responding to the 1 million social housing units program, Viglacera Corporation - JSC (Ministry of Construction) has deployed and handed over about 5,000 apartments in Hanoi. The Corporation is implementing projects in 4 localities: Bac Ninh, Quang Ninh, Ha Nam, Phu Tho, with a scale of more than 10,000 units based on the combination of optimized design solutions combined with self-produced construction materials to offer the best housing prices for people...

Continue to remove difficulties

According to the leader of Hai Phong City People's Committee, in terms of social housing construction results, Hai Phong City has achieved 92% of the plan assigned by the Prime Minister in the period of 2021 - 2025 and in 2024, the City plans to start construction of about 10,000 more units, equivalent to an area of ​​about 100 hectares. Combined with the projects that have started construction, Hai Phong City will achieve 160% of the plan assigned by the Prime Minister. In addition, the construction of social housing in the locality aims to eliminate about 5,000 old, dilapidated apartment buildings.

Although Hai Phong City is behind other localities in implementing social housing projects, since the Prime Minister's direction (from 2022), Hai Phong City has been determined in this work on the basis of issuing a separate Resolution on developing land funds for social housing construction. Social housing development enterprises all believe that this is an approach that can be replicated in other localities today.

Synthesizing reports from localities shows that the whole country has planned 1,316 land plots with a scale of 8,611 hectares for social housing. Compared to the 2020 report (3,359 hectares), the land area for social housing development has increased by 5,252 hectares. Many localities are interested in planning land funds for social housing development such as: Dong Nai 1,063 hectares, Ho Chi Minh City 608 hectares, Long An 577 hectares, Hai Phong 471 hectares, Hanoi 412 hectares.

However, to implement on schedule, the leaders of the Ministry of Construction requested that for social housing projects that have selected investors, investors be asked to urgently complete legal procedures (land allocation procedures; preparing documents for appraisal of basic design, technical design, fire prevention and fighting, construction permit; selecting consultants and construction contractors) to start construction according to approved planning projects and investment policy approval.

In particular, enterprises must urgently start construction, ensure the progress of completing projects on the 20% social housing land fund; proactively review the subjects, conditions, and register with the People's Committees of provinces and cities to be announced in the list of preferential loans from the 120,000 billion VND support package. After starting the project, the investor of the social housing construction project is responsible for providing and publicly announcing information related to the project so that people can register to buy, rent-purchase, or rent.

Regarding the direction of the Prime Minister and the Prime Minister's Working Group on the development of social housing, the Vietnam Real Estate Association recommends that localities continue to maintain the activities of the local interdisciplinary Working Group to remove obstacles and difficulties, promote the effective implementation of policies to support social housing, workers' housing, and the renovation and reconstruction of old apartments; determine the needs, arrange capital sources and implement loans for individuals and households to buy, rent-purchase social housing, housing for workers; build new or renovate and repair houses according to the social housing policy; monitor the implementation of renovation and construction of old apartment buildings in localities... according to Resolution 01/NQ-CP dated January 5, 2024 of the Government, including studying and promulgating credit policies for loans to repair and build new houses for poor and near-poor households in each locality.
