Hai Duong issues third alert on Thai Binh River

At 7:00 a.m. on September 11, the Hai Duong Province Steering Committee for Natural Disaster Prevention and Search and Rescue issued a third alert on the Thai Binh River system.

Currently, Hoa Binh Hydropower Reservoir is opening 1 bottom spillway gate, Tuyen Quang Hydropower Reservoir is opening 6 bottom spillway gates. The actual water level measured at 6:00 a.m. on September 11 on Thai Binh River at Pha Lai was 5.79 m (0.21 m below alert level III); at Cat Khe it was 5.16 m (0.16 m above alert level III).

According to the flood warning on rivers in Hai Duong province by the Hai Duong Province Hydrometeorological Station at 6:00 a.m. on September 11, in the next 12-24 hours, the water level of rivers will continue to rise rapidly, on Thai Binh River at Pha Lai, Cat Khe will reach alert level III and continue to rise.

The Hai Duong Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities, towns, and all levels and sectors to deploy forces, strictly patrol and guard dykes and be on duty to prevent floods according to the alarm level, promptly detect and handle any damage to dykes, embankments, and culverts from the first hour.

The People's Committees of districts, cities and towns must immediately warn authorities at all levels and people to proactively prevent and avoid; identify specific areas where households live outside the riverbanks that are not safe (including inside the dikes) to immediately implement plans to evacuate people and property, ensuring the safety of people's lives and property; harvest and relocate fish cages on the river to safe places. In cases where relocation is not possible, the cages must be reinforced and specific solutions must be found to ensure safety, especially the safety of people's lives; move people, property and other obstacles outside the riverbanks to ensure safety and escape river floods.

Deploy forces and strictly carry out patrol and guard work on the dike routes to ensure that each dike location has someone to check and take responsibility. Closely monitor the progress of the dike, especially pay attention to carefully inspecting culverts under the dike, dike areas close to the river, key weak points, embankments, landslides, and recently completed dike repair works; prepare materials, means, and human resources according to the "four on-site" motto to handle and respond to all situations, ensuring the safety of the dike works.

Prohibit all vehicles from traveling on the dike during flood warnings, except for vehicles permitted to travel on the dike; strictly manage vehicles traveling on the dike according to regulations; prohibit the operation of ferries; clear the dike roof and surface to ensure effective dike patrol and guard work, and detect incidents, leaks, and damage.

Review and be ready to deploy key protection plans for approved dike projects, especially overflow prevention plans for low-lying dike locations; review weak points, dike locations close to rivers, and dike toes that are lagoons, ponds, and low-lying fields with potential for incidents.

Check the closure of culverts under the dike. Strictly implement regulations on closing and opening culverts under the dike during flood season; close culverts across the dike and lowered dike sections to ensure dike safety.

The Provincial Military Command and the Provincial Police are ready with forces and means for rescue to promptly respond when required; organize 24/7 duty, closely monitor flood developments; strictly comply with reporting regulations.

Members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue must directly inspect and direct the assigned areas. The Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities, communes and wards must go to the dike to be on duty to command on-site rescue.

Postpone unnecessary meetings, party committees and authorities at all levels must consider flood prevention as an urgent key task to focus on directing and minimizing possible damage.

The Chairman of the District People's Committee, heads of relevant departments, branches, agencies and units shall be responsible to the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, slow in responding to floods and storms, leading to untimely detection of construction incidents, causing serious incidents, causing great damage to people and property.
