The People's Committee of Hai Duong province has just directed the Department of Natural Resources and Environment and related sectors and localities to determine the cause of oxygen deficiency in the water in the Thai Binh River section passing through Hai Duong city at the request of the Ministry of Natural Resources and Environment.

Specifically, the Provincial People's Committee assigned the Department of Natural Resources and Environment to coordinate in assessing the changes in surface water quality and sediments of the above-mentioned river section; strengthen inspection of compliance with environmental protection laws, focusing on facilities discharging waste into the above-mentioned river section and related neighboring areas; strictly handle violations, if any...

The Provincial People's Committee requested the Department of Agriculture and Rural Development to coordinate in reviewing spontaneous fish cage farming areas, especially those not in accordance with the approved planning in this river section, to have a plan to thoroughly handle environmental pollution caused by aquaculture. In case the fish cage farming locations are in accordance with the planning, it is necessary to ensure technical measures for farming, periodically clean the fish cages and dredge the bottom mud layer. Coordinate with departments, branches and localities to urgently review fish cage farming activities on the river; based on the flow, water level, level of water pollution, etc. to make recommendations on fish cage farming.

Regularly update and monitor information on meteorology, hydrology, and the environment of the area to proactively develop a response plan when the water quality deteriorates or there are risks that are unfavorable to aquaculture. Pay attention to weather developments and hydrological conditions at times of sudden change during the year to promptly inform relevant organizations and individuals. Proactively develop technical procedures to guide farming in response to climate change, hydrometeorology, and the environment; guide and propagate farmers to carry out cage and raft fish farming in accordance with regulations on veterinary hygiene conditions...
