Hai Duong City solves the 'problem' of construction waste dumping sites

As a central urban area, Hai Duong City discharges a large amount of construction waste every day. To ensure aesthetics and ease of handling, in 2005, Hai Duong City People's Committee planned a solid waste landfill of more than 4 hectares in Tu Minh Ward. After nearly 17 years, by the end of November 2023, this landfill has stopped operating and been transferred to Hai Duong City to build a Wastewater Treatment Plant under the Hai Duong City Dynamic Urban Areas Integrated Development Project. Currently, Hai Duong City and the whole province no longer have separate construction waste landfills.

The lack of a construction waste disposal site has left residents struggling to deal with the problem. According to a construction contractor, their team has just taken on the construction of a four-story house in Tu Minh Ward. To build a new house, they have to demolish the old house and clean up the surrounding area, but it is very difficult to find a place to dump the construction waste. To solve the problem, this person hired a truck driver to transport construction materials, but the project owner does not know where they are dumping them.

Dumping construction waste is a violation and is strictly punished. However, in reality, the situation of indiscriminate dumping of construction waste still exists in Hai Duong City. On July 18, 2024, the Provincial People's Committee issued Decision No. 23/2024/QD-UBND regulating the collection, transportation, and treatment of solid construction waste and planning of waste dumping sites from construction activities; sludge from septic tanks, cesspools, and sludge from drainage systems in the province. The implementation of this regulation will help raise the sense of responsibility of organizations, families, and individuals generating construction waste in the collection, classification, recycling, and reuse; encourage socialized investment in the collection, transportation, reuse, recycling, and treatment of construction waste, etc.

After the regulations were issued, the People's Committee of Hai Duong City implemented the Project "Classifying household waste and recycling food waste after classification". For construction waste, the People's Committees of wards and communes arranged collection points for people to transport themselves. For central wards that are not able to arrange collection points, Hai Duong Urban Environment Joint Stock Company coordinated with the People's Committees of wards to arrange suitable reception points...

According to Mr. Nguyen Thanh Do, Director of Hai Duong City Urban Environment Joint Stock Company, the company has advised the Hai Duong City People's Committee to classify waste into 5 types: recyclable (scraps of paper, cardboard boxes, etc.), hazardous (light bulbs, thermoses, etc.), inert (non-burnable), bulky (tables, chairs, etc.) and general household waste. For recyclable waste, people are encouraged to reuse it. For general waste, the company arranges a collection team every day according to regulations. For the remaining 3 types, the company has built waste storage points in 14/24 communes and wards and collects it twice a month.

Hai Duong City People's Committee encourages localities with landfill needs to use construction waste materials. Ms. Pham Thi Thanh Van, Secretary of Nam Dong Ward Party Committee, said that the ward has a need to landfill a pond of about 2,000 m2.²in Khanh Hoi residential area into a place for entertainment for the people. This pond is inherently very deep, if we buy materials to fill it, it will be very expensive. After the ward proposed, the city agreed to let construction waste materials from the localities be gathered here. "This not only solves the need for filling in the ward, but also has a place to store construction waste materials. The ward People's Committee has built a corrugated iron wall around the pond, and assigned the head of Khanh Hoi residential area to strictly control the transportation, only construction waste is allowed to be dumped here," said Ms. Van.

Tien Tien Commune People's Committee also proactively requested construction materials for demolition from Hoa Su Kindergarten and the demolition and site clearance of the Ngo Quyen High-rise Mixed-Use Housing Project (Thanh Binh Ward) to fill the concentrated waste dump in Cap Nhat village.

In the long term, Hai Duong City People's Committee has planned a construction landfill of more than 2 hectares in Dong Bao village, Gia Xuyen commune. The city also allows the use of a landfill area of ​​about 5,000 m2.²in Tan Lap residential area, Nam Dong ward as a garbage dump.

To overcome and thoroughly resolve the situation of indiscriminate dumping of construction waste, localities need to propagate so that people know the permitted gathering points and areas; strengthen inspection and handle cases of non-compliance with regulations.
