Hai Duong strives to reduce and simplify 100% of administrative procedures and citizen papers related to residents.

The Working Group implementing the "Project on developing applications of population data, electronic identification and authentication, serving national digital transformation in the period of 2022 - 2025, with a vision to 2030" (referred to as Project 06) of Hai Duong province has just issued a plan to implement 42 tasks in 2024.

Accordingly, Hai Duong strives to complete a total of 42 tasks of Project 06 under the direction of the Prime Minister and based on the actual situation in the locality. Of which, there are 4 unfinished tasks transferred from 2023, 8 general implementation tasks and 30 key tasks.

In the key tasks, it is worth noting that the group serving administrative procedure settlement and providing online public services is the group serving administrative procedures and providing online public services. Hai Duong strives to: 100% of people when performing administrative procedures at the "one-stop" department at all levels are identified and electronically authenticated on the electronic identification and authentication system of the Ministry of Public Security, which has been connected and integrated with the National Public Service Portal; 100% of administrative procedures that meet the prescribed conditions are provided in the form of full or partial online public services and are identified, electronically authenticated or authenticated and shared with population data; 100% of administrative procedures and citizen papers related to population are reduced and simplified compared to the time of issuance of Decision 06/QD-TTg of the Prime Minister; 100% of population records are created, stored, and shared with electronic data according to regulations...

Regarding socio-economic development, the province will promote non-cash social security payments; connect and exchange information electronically when determining land finance electronically when determining land financial obligations for land users; continue to review, update and authenticate information of social insurance, health insurance and unemployment insurance participants with the national population database, ensuring that 100% of participants have their information authenticated with the national population database.

Regarding digital citizen development, Hai Duong will deploy utility groups on the VNeID application such as issuing judicial records, public services (residence, crime reporting, temporary residence...), integrating citizens' personal documents (driver's license, vehicle registration...), electronic health books, social insurance books, social security, issuing citizen identification cards, electronic identification...

The Provincial Working Group on Project 06 requires departments, branches, sectors, and district-level People's Committees to develop implementation plans according to their assigned functions and tasks to ensure progress, quality, efficiency, and avoid formalities and waste. The Provincial Fatherland Front Committee and provincial socio-political organizations direct their affiliated units and organizations to continue to propagate and disseminate the purpose, meaning, objectives, and contents of Project 06 to members and people; coordinate with relevant agencies and organizations in implementing the tasks.
