Hai Duong has urgently implemented many specific and practical solutions to support people to soon stabilize their lives with the motto "no one is left without a house or without a home after the storm".

Storm No. 3 caused hundreds of houses in Hai Duong province to have their roofs blown off or collapse. Most of the victims were poor households and those in difficult circumstances.
After storm No. 3, the old, dilapidated house of Mr. Pham Van Cong's family in Mac Dong village, Lien Mac commune (Thanh Ha) completely collapsed. Fortunately, the family of 4 was supported by the Lien Mac commune authorities to move to a relative's house safely. The family is poor and has no funds to build, so Mr. Cong was very worried. Lien Mac commune and other organizations promptly visited, encouraged, and called for financial support for Mr. Cong's family to build a house. With 100 million VND, of which Thanh Ha district supported 40 million VND, Lien Mac commune supported 10 million VND; relatives and benefactors supported about 50 million VND, Mr. Cong's family started rebuilding the house as soon as the storm passed.
Standing in front of the house that is gradually taking shape every day, Mr. Pham Van Cong emotionally said: “Thanks to the timely attention and support of the authorities at all levels, philanthropists and relatives, my family has the money to build a house. It is expected that my family will be able to move into the new house in early November 2024. When the storm destroyed the house, my whole family was very confused and worried, not knowing where to live. But now we are at peace.”
These days, the family of Mrs. Nguyen Thi Lan in Phuong Due village, Kim Xuyen commune (Kim Thanh) is also preparing to rebuild the house that collapsed due to storm No. 3. Mrs. Lan's family situation is very difficult, currently there are only two elderly couples, she is a disabled person receiving social benefits. "During the most difficult time, we were visited by Kim Xuyen commune and Kim Thanh district leaders, encouraged, and provided us with 3.5 million VND in emergency support to stabilize our lives. Based on the family's wishes, the district also supported us with 40 million VND to rebuild a new house. My family's new house is expected to cost about 100 million VND. Although we have to borrow more, having a new house is a great joy for our family," said Mrs. Lan.
According to Ms. Ngo Thi Thu, Head of the Department of Labor, War Invalids and Social Affairs of Kim Thanh district, immediately after the storm, the district urgently reviewed and counted households affected by housing; developed plans to support house construction and repair; provided emergency support for poor households, near-poor households, and households in difficult circumstances. Up to now, Kim Thanh district has provided emergency support for 66 poor households, near-poor households, and households in difficult circumstances with housing with a total amount of 231 million VND (3.5 million VND/household); decided to support the construction and repair of over 60 houses with a total amount of over 1 billion VND (40 million VND/new house; 20 million VND/repaired house).
No household is left homeless
Mr. Nguyen Nhan Toa in Tan Hung ward is one of 9 poor and disadvantaged households in Hai Duong city that received 20 million VND from the city People's Committee to repair their house right after storm No. 3 passed. His level 4 house had its roof blown off and was severely damaged by the storm, forcing his family to stay with relatives. Up to now, his family has completed the repairs and returned to live in their own house. "The city's viewpoint is to provide timely support to the right people, so that no household whose house is affected by the storm does not receive help," said Mr. Truong Van Lung, Head of the Department of Labor, War Invalids and Social Affairs of Hai Duong city.
Immediately after the storm, Thanh Ha District People's Committee requested the specialized department to closely coordinate with communes and towns to review cases of difficult circumstances whose houses were affected to propose support. Thanh Ha District decided to support the construction of a house for 1 poor household whose house was completely collapsed; support the repair of 29 houses for disadvantaged households whose roofs were blown off or severely damaged. The total amount is more than 600 million VND. Mr. Ngo Ba Dinh, Vice Chairman of Thanh Ha District People's Committee, said that so far, the houses that received support for basic repairs have been completed.
Many localities in the province such as Kim Thanh, Thanh Ha, Gia Loc districts and Hai Duong city... have decided to use the budget to support households whose houses were affected by storm No. 3. The support level is 40 million VND/newly built house, 20 million VND/repaired house according to Decree 20/2021 of the Government. Localities are implementing the disbursement of support for people. The remaining localities are also reviewing, calculating the extent of damage, and developing support plans.
The Department of Labor, War Invalids and Social Affairs of Hai Duong province has sent a document to the People's Committees of districts, towns and cities on the implementation of emergency social assistance for people affected by storm No. 3 according to regulations. During the implementation process, special attention is paid to the poor, policy families and people in especially difficult circumstances.
