On September 9, Deputy Prime Minister Ho Duc Phoc signed Decision No. 943/QD-TTg of the Prime Minister on emergency support to overcome damage caused by storm No. 3. Hai Duong received support of 20 billion VND.

The decision clearly states: Support 100 billion VND from the central budget reserve in 2024 for 5 localities to overcome the consequences and stabilize people's lives after storm No. 3, including: Nam Dinh 20 billion VND, Thai Binh 30 billion VND, Hai Duong 20 billion VND, Yen Bai 20 billion VND, Hung Yen 10 billion VND.
The People's Committees of the above provinces are responsible for specifically allocating and using the above-mentioned additional funds in accordance with the provisions of the law on the state budget and other relevant legal documents, for the right purposes, economically and effectively, without loss, waste or negativity, using the central budget support together with the local budget and other legal sources of capital to promptly overcome the damage caused by storm No. 3.
Quang Ninh and Hai Phong localities have reported that they are currently balancing their own resources to overcome the consequences of storm No. 3; therefore, the central budget will consider and support when localities have proposals.
