Hai Duong accompanies and supports people and businesses to return to normal life as soon as possible after storm No. 3

Chairing the meeting to implement measures to overcome the consequences of storm No. 3, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau emphasized that the provincial government is making the highest efforts to accompany and support people and businesses to return to normal life.

Chairman of the Provincial People's Committee Le Ngoc Chau requested the whole province to concentrate on overcoming the consequences of storm No. 3, accompanying and supporting people and businesses to return to normal life as soon as possible.

On the morning of September 8, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hai Duong province chaired a meeting to listen to local reports on damage and deploy measures to overcome the consequences of storm No. 3.

Concluding the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau praised the efforts of all levels, sectors and people in preventing the very strong storm; requested the whole province to concentrate highly on overcoming the consequences of storm No. 3, accompanying and supporting people and businesses to return to normal life as soon as possible.

Chairman of the Provincial People's Committee Le Ngoc Chau requested Hai Duong Electricity Company Limited to focus on urgently fixing the power problem, supplying power to the main systems, especially the drainage pumping stations as soon as possible. Allocate resources to urgently supply electricity to the people. The Department of Information and Communications coordinates with network operators to urgently fix telecommunications problems.

Localities review and count the damage to get the most accurate data. Assess the consequences of the damage, based on the instructions of the agricultural and financial sectors to make statistics, and propose support according to regulations. Departments, branches and sectors, based on their roles and tasks, advise the Provincial People's Committee to overcome the incident after storm No. 3 as soon as possible, especially forecasting and developing a response plan to deal with potential risks after the storm. Review and prevent possible human, livestock and poultry diseases, ensuring environmental sanitation.

Focus on fixing incidents and damages at schools, and have plans to adjust school schedules if necessary to ensure absolute safety for students when going to school.

Localities where people have been evacuated to shelters must review and check the safety of buildings and houses before bringing people back, ensuring absolute safety for the people. Pay attention to families, people affected by the storm, the poor, the disadvantaged, and the vulnerable affected by the storm, leaving no one behind.

According to a quick report from the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, storm No. 3 (super typhoon Yagi) affected Hai Duong province from noon on September 7 to 10 p.m. the same day, the eye of the storm passed through the province. Storm No. 3 caused moderate to heavy rain, some places had very heavy rain, strong storm winds of level 12, gusts of level 13. Total rainfall from 7 p.m. on September 6 to 7 p.m. on September 7 was generally from 50-100 mm, some places over 150 mm. Notably, the highest rainfall in Ninh Giang was 304 mm, Tu Ky with 245 mm...

Storm No. 3 caused damage to agricultural production, infrastructure, traffic works, electricity and telecommunications systems. Specifically, the whole province had about 10,000 hectares of rice damaged, about 1,200 hectares of vegetables damaged, and more than 600 hectares of fruit trees broken and felled.

Many corrugated iron roofs, asbestos roofs, and glass doors collapsed, were blown off, or damaged; many billboards and shade trees fell or broke, causing traffic jams.

The whole province had 26 broken and fallen electric poles, causing widespread power outages. Due to broken fiber optic cables, some BTS stations fell, disrupting the telecommunications system, causing loss of communication.

Currently, Hai Duong has not recorded any incidents with dike and irrigation works. However, due to the impact of storms and floods and the Hoa Binh hydroelectric reservoir discharging floodwaters, there is a potential risk of landslides and incidents.

Hai Duong also recorded human losses.

Before storm No. 3 made landfall, the entire province, especially the press, continuously reported on the location, direction of movement, and developments of the storm on mass media and platforms so that people could proactively take precautions. Nearly 2,000 vulnerable households and people in dangerous areas were evacuated to safe shelters. Hai Duong City evacuated people from B2, B3 Binh Minh, May Bop residential areas; Tu Ky had 350 households, Thanh Mien had 335 households, Ninh Giang had 288 households, Chi Linh had 286 households, Binh Giang had 244 households, Kim Thanh had 150 households, Nam Sach had 52 households, Kinh Mon had 31 households, Gia Loc had 12 households to evacuate. Support people in reinforcing their houses and properties, and pruning trees. Take advantage of the low water levels of the rivers outside to drain the buffer water flowing naturally through the culverts under the dike. Check response work and prepare materials, human resources, etc.

Storm No. 3 has weakened into a tropical depression, and it is forecasted that there may continue to be moderate to heavy rain in the province.

At the meeting, localities reported that they had implemented a number of measures to overcome the consequences of storm No. 3, such as clearing traffic routes blocked by fallen trees; inspecting and fixing problems at damaged schools; and urgently fixing problems with electricity and communications.

Hai Duong Electricity One Member Co., Ltd. reported that by early morning on September 8, 19/23 110 kV stations with problems had been restored, only about 20,000 customers were able to get power, 649,000 customers were affected and waiting to be fixed. With the current weather and human resources conditions, on September 8, the province's electricity sector will urgently fix the problem to supply power to the main systems, especially to the pumping stations; the recovery to provide power to people's daily life will reach about 60-70%.
