Proposing the Politburo to consider disciplining the Standing Committee of the Quang Ninh Provincial Party Committee

On September 19 and 20, in Hanoi, the Central Inspection Commission held its 32nd meeting. Politburo member, Party Central Committee Secretary, and Chairman of the Central Inspection Commission Tran Cam Tu chaired the meeting.

At this Session, the Central Inspection Commission reviewed and concluded the following contents:

Proposal to consider disciplining the Standing Committee of Quang Ninh Provincial Party Committee

Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations against the Party Committee of the People's Committee of Quang Ninh province, the Central Inspection Committee found that:

The Party Executive Committee of the People's Committee of Quang Ninh province violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the People's Committee of the province and many organizations and individuals to violate Party regulations and State laws in managing and implementing projects/bid packages implemented by the International Progress Joint Stock Company (AIC), companies in the AIC ecosystem and FLC Group Joint Stock Company; many party organizations and party members were disciplined.

The above violations have caused very serious consequences, damage and risk of damage, great waste of State money and assets, caused bad public opinion in society, affected the reputation of the Party organization and local government, to the point of having to consider and handle disciplinary actions.

Responsibility for the above violations and shortcomings belongs to the Party Committee of the Quang Ninh Provincial People's Committee for the terms 2011-2016, 2016-2021 and Mr. Nguyen Van Doc, former Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Duc Long, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Council, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Mr. Do Thong, Dang Huy Hau, Nguyen Van Thanh, former members of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Mr. Do Van Luc, former member of the Provincial Party Committee Standing Committee, Director of the Provincial Public Security Department; Mr. Vu Xuan Dien, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; Mr. Vu Van Dien, member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Mr. Vu Thi Thu Thuy, former member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Messrs. Tran Van Hung, Tran Duc Lam, Nguyen Van Minh, former Provincial Party Committee members, Director of the Department of Planning and Investment; Nguyen Ngoc Thu, former Provincial Party Committee member, Director of the Department of Natural Resources and Environment; Nguyen Manh Cuong, former Provincial Party Committee member, Director of the Department of Construction; Hoang Quang Hai, Provincial Party Committee member, Director of the Department of Transport; Nguyen Manh Tuan, Provincial Party Committee member, Director of the Department of Construction; Cao Ngoc Tuan, Provincial Party Committee member, Director of the Tax Department; Nguyen Manh Cuong, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Cam Pha City, former Director of the Project Management Board of Civil and Industrial Works of Quang Ninh Province.

The Standing Committee of the Provincial Party Committee for the 2015-2020 term; the Party Delegation of the Quang Ninh Provincial People's Council for the 2016-2021 term and a number of other Party organizations and Party members are also responsible for the above violations.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:

Warning to the Party Executive Committee of the People's Committee of Quang Ninh province for the terms 2011-2016, 2016-2021 and Mr. Do Thong, Nguyen Van Thanh, Do Van Luc, Nguyen Van Minh, Tran Duc Lam; Nguyen Manh Cuong, former member of the Provincial Party Committee, Director of the Department of Construction; Nguyen Manh Cuong, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Cam Pha City, former Director of the Project Management Board of Civil and Industrial Works of Quang Ninh province.

Reprimand the Party Delegation of the People's Council of Quang Ninh province for the 2016-2021 term and Mr. Vu Van Dien, Hoang Quang Hai, Cao Ngoc Tuan, Nguyen Manh Tuan.

The Central Inspection Commission proposed to the Politburo,SecretariatReview and discipline the Standing Committee of the Quang Ninh Provincial Party Committee for the 2015-2020 term, Mr. Nguyen Van Doc, Nguyen Duc Long, Dang Huy Hau, Vu Xuan Dien, Nguyen Ngoc Thu, Tran Van Hung and Ms. Vu Thi Thu Thuy.

Central Inspection CommissionRequest the Standing Committee of Quang Ninh Provincial Party Committee to issue a decision to discipline 14 party organizations and 10 party members involved according to the conclusion of the Central Inspection Committee.

Review the results of inspection, supervision and enforcement of party discipline

Considering the results of the inspection of the implementation of inspection, supervision and party discipline tasks for the Provincial Party Committee Standing Committee and the Provincial Party Committee Inspection Committee, and the inspection of asset and income declarations for officials under the Central management in the provinces of Ninh Thuan and Hau Giang, the Central Inspection Committee found that in addition to the basic advantages, the inspected party organizations and party members also had a number of violations and shortcomings in leadership, direction, organization of the implementation of inspection, supervision and party discipline tasks, in the management and use of Party finances and assets, and in the declaration of assets and incomes.

The Central Inspection Commission requires party organizations and party members to be seriously inspected and reviewed, learn from experience, promptly overcome violations and shortcomings that have been pointed out; promote advantages, strengthen leadership and direction of party committees, party organizations, and inspection committees at all levels to conduct inspection and supervision, focusing on: inspecting signs of degradation in political ideology, ethics, lifestyle, implementing regulations on what party members are not allowed to do, responsibility to set an example; personnel work; management and use of land, resources, and minerals; equipment procurement; implementation of investment projects and outstanding, pressing issues in society.
