The Politburo assigned the Central Inspection Commission to preside over and coordinate with the Central Organizing Committee to prepare content and advise on the organization of 19 inspection delegations of the Politburo and the Secretariat on streamlining the apparatus.

Standing member of the Secretariat Tran Cam Tu has just signed and issued the Conclusion of the Politburo and the Secretariat on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025.

The Politburo requested the implementation of Conclusion No. 121 of the Party Central Committee on summarizing Resolution 18 (continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently).

In particular, the Politburo noted to urgently complete the organization within agencies and units associated with the activities of Party committees and Party cells (especially for the 4 Party Committees directly under the Central Committee and 2 Party Committees directly under the newly established Provincial and Municipal Party Committees directly under the Central Committee), ensuring the organization of Party congresses at all levels according to the schedule and content required by the Politburo.

In the process of reorganizing the apparatus and assigning cadres, the Politburo requires continuing to do a good job of political, ideological, regime and policy work for affected and influenced cadres.

In particular, the arrangement of cadres must be fair and objective in the spirit of "from selecting people", retaining capable cadres, not allowing "brain drain", not allowing complicated internal problems to arise, not affecting the organization of Party Congresses at all levels, ensuring that in March 2025, grassroots congresses and model congresses at the level directly above the grassroots level will be held in the beginning of the second quarter of 2025.

In addition, the Politburo also emphasized that the Party committees directly under the Central Committee report to the Politburo, the Secretariat, and the Central Steering Committee on the summary of Resolution No. 18 (through the Central Organizing Committee).

The report must clearly state the results of the implementation of the organizational arrangement in the locality, agency, or unit (clearly state the results of the organizational arrangement, streamlining internal focal points, reflecting the difficulties and problems that arise (if any); good experiences, new and effective ways of doing things; proposals and recommendations for timely direction to resolve and remove them. This report must be completed before March 15, 2025.

The newly established Party Committees directly under the Central Committee, the provincial and municipal Party Committees, and the two newly established Party Committees directly under the provincial and municipal Party Committees directly under the Central Committee urgently continue to coordinate with relevant agencies to submit to competent authorities to appoint personnel for the Party Committees and inspection committees; and issue decisions on working regulations according to their authority.

At the same time, appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, deputy chairman, and members of the inspection committee of the Party Committee for the 2020-2025 term of the subordinate Party Committees.

Along with that, it is necessary to issue and guide the issuance of decisions on establishment, regulations on functions, tasks, organizational structure, working regulations of subordinate party committees, advisory and support agencies of newly established party committees, and advisory and support agencies of subordinate party committees and organizations. This must be completed before February 28, 2025.

The Politburo requested the Central Inspection Commission to preside over and coordinate with the Central Organizing Committee to prepare content and advise on the organization of 19 inspection delegations of the Politburo and the Secretariat to work with 69 Party Committees, Provincial Party Committees, and City Party Committees directly under the Central Committee.
