The Central Inspection Committee proposed to discipline Mr. Nguyen Xuan Ky and Mr. Bui Van Cuong.

The Central Inspection Committee has proposed disciplining Mr. Nguyen Xuan Ky (former Secretary of Quang Ninh Provincial Party Committee), Mr. Bui Van Cuong (former Secretary General of the National Assembly) and disciplining many provincial officials.

Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity; after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committees of the Provincial People's Committees, the Central Inspection Committee found that the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term, the Party Committee of the Provincial People's Committee for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of a number of bidding packages and projects implemented by Thuan An Group Joint Stock Company; a number of cadres and party members, including key cadres of the province, violated Party regulations and State laws on preventing and combating corruption and negativity, violated regulations on what party members are not allowed to do and the responsibility to set an example.

The above violations have caused serious consequences, risking large losses of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.

Personal responsibility for the above violations and shortcomings belongs to Mr. Nguyen Xuan Ky, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Vu Van Khanh, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Transport, former Secretary of the Party Committee, Director of the Provincial Traffic Construction Investment Project Management Board; Pham Thanh Binh, Secretary of the Party Committee, Director of the Provincial Traffic Construction Investment Project Management Board; Cao Ngoc Phuc, Secretary of the Party Cell, Deputy Head of the Group A Project Management Board and a number of other Party organizations and Party members.

Considering the content, nature, level, consequences, and causes of the violations; based on Party regulations, the Central Inspection Committee decided to impose disciplinary action by expelling from the Party the following: Pham Thanh Binh and Cao Ngoc Phuc.

The Central Inspection Commission disciplined the Party Executive Committee of the Quang Ninh Provincial People's Committee for the 2021-2026 term; the Party Committee of the Provincial Traffic Construction Investment Project Management Board for the 2020-2025 term and Mr. Cao Tuong Huy with a warning.

The Central Inspection Commission disciplined the Party Committee of the Department of Transport for the 2020-2025 term and Mr. Vu Van Khanh.

The Central Inspection Commission proposed that competent authorities consider and discipline the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term and Mr. Nguyen Xuan Ky.

The Central Inspection Commission requested the Standing Committee of the Quang Ninh Provincial Party Committee to lead and direct the timely correction of violations and shortcomings pointed out; review, consider responsibilities, and discipline related party organizations and party members according to the conclusion of the Central Inspection Commission.

The Central Inspection Commission found that the Standing Committee of the Dak Lak Provincial Party Committee for the 2015-2020 term (2019-2020 period), the Party Committee of the Provincial People's Committee for the 2016-2021 and 2021-2026 terms violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of the Ho Chi Minh Road construction investment project to avoid the East of Buon Ma Thuot City; in implementing a number of solar power and wind power projects; a number of cadres and party members, including key cadres of the province, violated Party regulations and State laws on preventing and combating corruption and negativity, and violated regulations on what party members are not allowed to do and the responsibility to set an example.

The above violations have caused serious consequences, risking great loss of State money and assets, wasting social resources, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.

Personal responsibility for the above violations and shortcomings belongs to Mr. Bui Van Cuong, member of the Party Central Committee, former member of the Party Delegation, member of the National Assembly Standing Committee, General Secretary of the National Assembly, Secretary of the Party Committee, Head of the National Assembly Office, former Secretary of the Dak Lak Provincial Party Committee; Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Ha, member of the Provincial Party Committee, Deputy Secretary of the Party Committee, Vice Chairman of the Provincial People's Committee; Lam Tu Toan, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Construction; Bui Thanh Lam, former Secretary of the Party Committee, Director of the Department of Natural Resources and Environment; Pham Van Ha, former Secretary of the Party Committee, Director of the Management Board of Investment Projects for Construction of Transport Works and Rural Development of the Province; Bui Van Tu, Head of the Management Board of Industrial Park Projects of the Province and a number of other Party organizations and Party members.

Considering the content, nature, level, consequences, and causes of the violations; based on Party regulations, the Central Inspection Committee decided to take disciplinary action by expelling from the Party the following: Pham Van Ha and Bui Van Tu.

The Central Inspection Commission disciplined with warning: Party Committee of Dak Lak Provincial People's Committee for the 2016-2021 term; Party Committee of Dak Lak Provincial Project Management Board for investment in construction of traffic works and rural agricultural development for the 2015-2020 and 2020-2025 terms.

The Central Inspection Commission decided to discipline and reprimand: Party Committee of Dak Lak Provincial People's Committee for the 2021-2026 term; Party Committees of the Departments of Industry and Trade, Natural Resources and Environment for the 2015-2020 term; Party Committee of the Department of Planning and Investment for the 2020-2025 term; Party Committee of the Department of Construction for the 2015-2020, 2020-2025 terms and Messrs. Pham Ngoc Nghi, Nguyen Tuan Ha, Lam Tu Toan, Bui Thanh Lam.

Proposal to consider and discipline the former Director of the Department of Education and Training of Thai Binh province

Considering the Report proposing disciplinary action against a number of Party members who violated the Party Committees of Ha Nam and Thai Binh provinces, the Central Inspection Commission found that Mr. Nguyen Xuan Dong, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ha Nam province, violated Party regulations, State laws, working regulations in leading and directing the implementation of a number of investment projects; in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, bad public opinion, reducing the prestige of the Party organization and local government, to the extent that disciplinary action must be taken.

Mr. Nguyen Viet Hien, member of the Provincial Party Committee, Secretary of the Party Committee, former Director of the Department of Education and Training of Thai Binh province, violated the Party's regulations and the State's laws in leading and directing the organization of the 10th grade and high school entrance exams for the 2024-2025 school year of the province; in performing assigned duties and tasks; violated regulations on what party members are not allowed to do and the responsibility to set an example, causing serious consequences, public outrage, negatively affecting the reputation of the Party organization and the local state management agency, to the extent that disciplinary action must be taken.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to issue a disciplinary warning to Mr. Nguyen Xuan Dong. The Central Inspection Committee requested the competent authority to consider and issue a disciplinary warning to Mr. Nguyen Viet Hien.

Considering the results of supervision of party organizations and party members, the Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and members of the Standing Committee of the Binh Phuoc Provincial Party Committee to continue to promote their strengths; seriously review and promptly overcome violations and shortcomings in leadership, direction, and organization of the implementation of the Working Regulations; personnel work; management and use of land in non-state budget investment projects and declaration of assets and income.

The Standing Committee of the Party Committee and the Party Secretary, Chairman of the Board of Members of the Vietnam National Oil and Gas Group continue to promote advantages; seriously review and promptly overcome violations and shortcomings in leadership, direction, development and implementation of working regulations; personnel work; management and use of land, finance and assets; implementation of investment projects and declaration of assets and income.

Considering the results of overcoming violations and shortcomings after inspection and supervision of a number of party organizations, the Central Inspection Commission requested the Standing Committees of the Provincial Party Committees of Thai Binh and Binh Thuan provinces to continue to lead and direct the serious implementation of the conclusions of the Central Inspection Commission.

Also at this session, the Central Inspection Commission gave opinions on the draft "Guidelines for inspection and supervision work serving party congresses at all levels towards the 14th National Congress of the Party"; resolved disciplinary complaints in 2 cases and considered and concluded a number of other important contents.
