The Central Inspection Committee proposed disciplining former Secretary of Tuyen Quang Provincial Party Committee Chau Van Lam, former Secretary of Phu Tho Provincial Party Committee Ngo Duc Vuong and many other party members due to their involvement in violations in Thuan An and Phuc Son.
On October 1 and 2, the Central Inspection Commission (CIC) held its 48th meeting under the chairmanship of Mr. Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, and Chairman of the CIC.
Remove Mr. Tran Viet Cuong from all positions in the Party
At this session, after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committee of the People's Committee of Tuyen Quang province, the Central Inspection Commission found that: The Party Committee of the People's Committee of the province violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the People's Committee of the province and many organizations and individuals to seriously violate the regulations of the Party and the laws of the State in organizing the implementation of package No. 26 of the Tuyen Quang - Phu Tho Expressway Project (implemented by Thuan An Group Joint Stock Company).
In addition, a number of cadres and party members, including key provincial cadres, violated Party regulations and State laws on preventing and combating corruption and negativity, and violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking large losses of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Responsibility for the above violations and shortcomings belongs to the Standing Committee of the Provincial Party Committee for the 2020-2025 term; the Party Committee of the Provincial People's Committee for the 2016-2021, 2021-2026 terms and Mr. Chau Van Lam, former member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Viet Cuong, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Tuyen Quang city, former Secretary of the Party Cell, Director of the Management Board of Investment and Construction Projects of Traffic Works in Tuyen Quang province and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to take disciplinary action: Remove Mr. Tran Viet Cuong from all positions in the Party.
The Central Inspection Commission also disciplined with a warning: The Party Cell of the Traffic Construction Investment Project Management Board of Tuyen Quang province for the 2020-2025 term and Mr. Ha Van Sang, Party Cell Member, Deputy Director of the Management Board; reprimanded the Party Executive Committee of the Tuyen Quang Provincial People's Committee for the 2016-2021, 2021-2026 terms and Mr. Ha Quoc Dung, Deputy Secretary of the Party Committee, Deputy Director of the Department of Construction.
The Central Inspection Commission has decided to discipline a number of party organizations and party members involved.
The Central Inspection Commission proposed that competent authorities consider and discipline the Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term and Mr. Chau Van Lam.
The Central Inspection Commission requested the Standing Committee of Tuyen Quang Provincial Party Committee to lead and direct the review and consideration of the responsibilities of relevant party organizations and party members according to the conclusion of the Central Inspection Commission; promptly correct the violations and shortcomings pointed out.
Warning to the Party Executive Committee of Phu Tho Provincial People's Committee for the 2011-2016 term
Also at this session, the Central Inspection Commission considered a report proposing disciplinary action against a number of party organizations and party members who violated the Party Committee of Phu Tho province.
The Central Inspection Commission concluded that the Standing Committee of the Provincial Party Committee for the 2010-2015 term and the Party Committee of the Phu Tho Provincial People's Committee for the 2011-2016 term violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in organizing the implementation of projects and bidding packages carried out by Phuc Son Group Joint Stock Company.
In addition, many cadres and party members, including key cadres of the province, have degraded in political ideology, ethics, and lifestyle, violated Party regulations and State laws on preventing and combating corruption and negativity, and violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused very serious consequences, risking great loss and waste of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to Mr. Ngo Duc Vuong, former member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Nguyen Doan Khanh, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Mr. Hoang Dan Mac, former Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Mr. Luu Quang Huy, member of the Provincial Party Committee, Secretary of the Ha Hoa District Party Committee and a number of other Party organizations and Party members.

Considering the inspection results when there were signs of violations against the Party Committee and the Party Committee Secretary, the President of the Vietnam Federation of Commerce and Industry, the Central Inspection Committee found that: The Party Committee of the Vietnam Federation of Commerce and Industry violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Vietnam Federation of Commerce and Industry and many organizations and individuals to violate Party regulations and State laws in the development, promulgation and implementation of regulations and rules; organizational and personnel work; issuance of certificates of origin of goods; management and use of land, finance and assets; and implementation of investment projects.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Vietnam Federation of Commerce and Industry for the 2015-2020 and 2016-2021 terms and Mr. Pham Tan Cong, Secretary of the Party Committee, Chairman; Mr. Hoang Quang Phong, Deputy Secretary of the Party Committee, Vice Chairman; Party Committee members, Vice Chairmen: Vo Tan Thanh, Bui Trung Nghia and a number of other Party organizations and Party members.
The above violations have caused serious consequences, risk of damage, waste of money and state assets, caused bad public opinion, reduced the reputation of the Party organization and the Vietnam Federation of Commerce and Industry, to the point of requiring disciplinary action.
The Central Inspection Commission requested the Party Delegation of the Vietnam Federation of Commerce and Industry to coordinate in reviewing, considering responsibilities and disciplining party organizations and party members who have violated; lead and direct the correction of violations and shortcomings that have been pointed out and report the results to the Central Inspection Commission.
