The Standing Committee of Hai Duong Provincial Party Committee has just issued a Conclusion on the principles of arranging and assigning cadres under the management of the Standing Committee of the Provincial Party Committee for the arranged and merged units.

Conclusion issued on January 20, 2025. Accordingly, the principles and orientations for staff arrangement and assignment are as follows:

For leaders, continue to be assigned to the position of leader or equivalent based on comments and assessments of work process, qualities, capacity, prestige, achievements and specific products, spirit of daring to think, daring to do, daring to take responsibility, breakthrough, innovation for the common good; with prospects and development direction.

In case the cadres meet the same standards and conditions, priority will be given to the comrade holding a higher position in the provincial Party Committee; if they are both provincial Party Committees, priority will be given to the comrade who has more time participating in the Party Committee.

To be assigned as deputy in the agency, unit to be arranged and merged and to be given priority to be assigned as head or equivalent when needed.

For deputies, they will continue to hold the deputy position at the agency or unit being arranged or merged. The number of deputies after the arrangement may be more than the regulations but must not exceed the number of deputies currently in place in the agencies or units before the arrangement or merger. Within 5 years from the date of the arrangement or merger decision, the number of deputies will be arranged in accordance with the regulations.

Be assigned or appointed to equivalent positions in agencies and units, ensuring appropriate capacity, expertise, reputation, experience and work results.

The Provincial Party Standing Committee assigned the Provincial Party Committee's Organization Committee to coordinate with agencies and units to review, comment, evaluate cadres and propose plans to arrange and assign cadres under the management of the Provincial Party Standing Committee at agencies and units to be arranged and merged, and submit to the Provincial Party Standing Committee for consideration and decision.

The head of the Party Committee, agency, or unit must take primary responsibility for reviewing and evaluating cadres under their management; ensuring compliance with the requirements and principles stated in this conclusion.

The Standing Committee of the Provincial Party Committee requires ensuring the direct leadership of the Standing Committee of the Provincial Party Committee; creating solidarity, unity, and high consensus for the common interest, complying with the Party's regulations, the State's laws, the Central's and the province's instructions, and not affecting the regular operations of agencies and units.

The arrangement and assignment of staff must be associated with restructuring and improving the quality of the staff; selecting and assigning staff with outstanding qualities and abilities, with appropriate professional qualifications and practical experience, meeting the requirements and tasks of the agency or unit after the arrangement and merger.

The arrangement and assignment of cadres must comply with the principles of democratic centralism, publicity, transparency, objectivity, prudence, and strictness on the basis of correct assessment of cadres in terms of qualities, prestige, capacity, qualifications, experience, and work results, ensuring inheritance and development, and maximizing the capacity and strengths of cadres.

Party committees, party organizations and heads of agencies and units must be exemplary, proactive and determined in performing assigned tasks.

Implement well the prescribed policies and regimes and do a good job of ideological work for cadres at the agencies and units being arranged and merged.
