Adding more positions in the structure of the standing committee of the commune-level Party Committee

On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 118-KL/TW on adjusting and supplementing a number of contents of Directive 35-CT/TW dated June 14, 2024 of the Politburo on Party congresses at all levels, towards the 14th National Congress of the Party.

This adjustment and supplement aims to implement the Central's policy on arranging and streamlining the organizational apparatus of agencies and units in the political system.

Adjusting and supplementing the structure and number of executive committees, standing committees, and deputy secretaries of 4 Party Committees under the Central Committee

Accordingly, the structure and number of executive committees, standing committees, and deputy secretaries of the four Party Committees under the Central Committee will be adjusted and supplemented, including: Party Committees of Central Party agencies, the number of executive committee members will not exceed 39; the number of standing committee members will not exceed 17.

For the Government Party Committee: the number of executive committee members is not more than 61; the number of standing committee members is not more than 17.

For the National Assembly Party Committee, the number of executive committee members shall not exceed 39 and the number of standing committee members shall not exceed 19.

The Central Party Committee of the Vietnam Fatherland Front and Central mass organizations has no more than 45 executive committee members and no more than 15 standing committee members.

Regarding the number of deputy secretaries, each of the above-mentioned party committees has 1 permanent deputy secretary of the party committee and 2-3 full-time deputy secretaries of the party committee.

The Politburo appointed the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the Party Committees directly under the Central Committee for the 2020-2025 and 2025-2030 terms.

The Standing Committee of the Party Committee directly under the Central Committee decided to establish Party organizations, advisory and support agencies of the Party Committee and appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the Party Committee for the 2020-2025 and 2025-2030 terms.

Regulations on the number of executive committees, standing committees, and deputy secretaries for the 2025-2030 term of the two provincial Party Committees

Conclusion No. 118-KL/TW also stipulates the number of executive committees, standing committees, and deputy secretaries for the 2025-2030 term of the two Party Committees directly under the province, which are the Party Committees of Party agencies and the Party Committees of the Provincial People's Committees of the provinces and cities.

Specifically, regarding the Party Committees of provincial and municipal Party agencies, the number of executive committee members shall not exceed 27 (Hanoi and Ho Chi Minh City shall not exceed 33); the number of standing committee members, for provinces and cities shall not exceed 9 (Hanoi and Ho Chi Minh City shall not exceed 11); the number of deputy secretaries, provinces and cities shall have 1 permanent deputy secretary and 1 full-time deputy secretary of the Party Committee.

Regarding the Party Committee of the Provincial and Municipal People's Committee, the number of executive committee members shall not exceed 27 and the number of standing committee members shall not exceed 9.

Regarding the number of executive committees and standing committees of provincial and district Party committees for the 2025-2030 term, it shall be implemented in accordance with Directive 35-CT/TW of the 13th Politburo.

Adjust and supplement the number of standing committees of commune-level Party committees from 5 to 7.

In particular, the number and structure of the standing committee of the commune-level Party Committee will be adjusted and supplemented in the direction of increasing the number of standing committees of the commune-level Party Committee from 5 to 7; the orientation of the standing committee structure in addition to the positions mentioned in Directive 35 will add the position of Vice Chairman of the People's Committee at the commune level.

For Party Committees and Party cells that are expected to end their operations, no congress will be held for the 2025-2030 term.

For newly established, consolidated, and merged Party Committees and Party cells, the congress will be held with two contents: summarizing the implementation of the Party Committee and Party Cell Congress resolutions for the 2020-2025 term (if any) and determining the directions, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th Party Congress and documents of the congress of the directly superior Party Committee.

The Standing Committee of the immediate superior Party Committee shall directly appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the immediate superior Party Committee for the 2025-2030 term; allocate the number and appoint delegates of these Party Committees and Party cells to attend the congress of the immediate superior Party Committee.

Party committees and branches that are not subject to termination of operations, new establishment, consolidation or merger must organize congresses according to Directive No. 35-CT/TW.
