Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau inspected and urged the progress of a number of public investment projects.

On the afternoon of September 26, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province inspected the implementation of a number of public investment projects in the districts of Gia Loc, Tu Ky, Binh Giang, and Cam Giang.

Chairman of the Provincial People's Committee Le Ngoc Chau inspected the actual progress of 10 public projects. These are the construction of the Provincial Police Headquarters; upgrading and expanding Provincial Road 391 from Hai Duong City to the East-West axis; building a bypass of Provincial Road 391 through Van To Commune and Tu Ky Town; renovating and upgrading Provincial Road 391; renovating and upgrading the extended Provincial Road 396.

Chairman of the Provincial People's Committee Le Ngoc Chau also surveyed the implementation of the following projects: construction of the East-West axis road; construction of provincial road 394B; construction of Cay bridge on the bypass of provincial road 394; construction of the new Cay bridge and the extended 33m road; renovation and upgrading of provincial road 395 and the road leading from Cay bridge to provincial road 394.

At each project, Chairman of the Provincial People's Committee Le Ngoc Chau directly discussed and grasped the construction situation, disbursement progress, difficulties and obstacles in the implementation process to have specific instructions.

Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that public investment projects are the foundation for the province to build a favorable investment environment and promote socio-economic development. Therefore, the entire political system must participate, proactively remove difficulties, speed up construction progress, and increase the rate of public investment disbursement. Key projects and works to celebrate major events of the province must be urgently constructed, striving to complete on time and ahead of schedule.

Chairman of the Provincial People's Committee Le Ngoc Chau requested the local authorities to do a good job of site clearance, promptly hand over the clean site to the investor to organize timely construction. In particular, it is necessary to seek the support and consensus of the people, not to let the delay of a part affect the progress of the whole project. The provincial advisory agencies closely coordinate, guide localities to develop compensation plans, support site clearance. The district-level People's Committees must well implement the resettlement plan, ensuring the rights of the people at the highest level. The site clearance progress must meet construction requirements, ensuring conditions for disbursement of public investment capital.

Sharing with agencies and units during the time of transferring regulations on land, construction, and site clearance, Chairman of the Provincial People's Committee Le Ngoc Chau suggested that departments and branches can refer to the experiences of other provinces and cities. The handling of tasks related to changes in the law must be carefully considered. Any content that can be implemented simultaneously should be proactively implemented to shorten the time.

Chairman of the Provincial People's Committee Le Ngoc Chau also requested the contractor to calculate a suitable construction schedule based on the actual construction situation. At the same time, organize the construction effectively and safely. Projects with many packages must ensure consistency and quality among contractors. Contractors take advantage of favorable weather conditions, mobilize maximum human resources and means, and concentrate on construction. In addition to ensuring the volume of work, it is necessary to quickly complete the procedures, acceptance documents, and payments, and ensure the disbursement of all assigned capital plans.
