On the afternoon of December 25, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man co-chaired an online conference to disseminate and implement laws and resolutions passed at the 8th Session of the 15th National Assembly.

Particularly regarding the issuance of documents detailing the implementation of laws and resolutions passed at the 8th Session, National Assembly Chairman Tran Thanh Man emphasized: The National Assembly Standing Committee highly appreciates the Prime Minister's prompt decision to issue a list and assign agencies to draft documents detailing all laws and resolutions passed by the National Assembly at the 8th Session.

Due to the large number of contents and detailed regulations that need to be issued, for 18 laws alone, the Government and ministries need to issue 127 documents, some laws and resolutions will take effect from the beginning of 2025. It is recommended that each ministry and agency assigned to preside over the drafting should closely follow the requirements in the Prime Minister's decision, focus on directing the development and issuance of documents on schedule, ensuring quality.

The National Assembly Chairman requested the Government to direct the agencies assigned to preside over the drafting and promulgation of documents so as not to interrupt the work of drafting and promulgating documents; after the restructuring, the new agency taking over the task needs to inherit the results, promptly complete the documents for submission for promulgation or promulgate according to its authority to ensure that the detailed regulations come into effect on time.

Prime Minister Pham Minh Chinh said that the amount of work to be done in the coming time is very large, the Government, the Prime Minister, and the agencies are responsible for issuing 130 documents with 569 contents of detailed regulations. The implementation of the laws and resolutions passed by the National Assembly at the 8th Session requires great concentration, effort, and determination from ministries, branches, and localities.

The Prime Minister suggested continuing to thoroughly grasp the Party's guidelines and policies set out in the 13th National Congress Documents, the Central Committee's resolutions and conclusions, especially Resolution No. 27 on continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period, Regulation No. 178 of the Politburo on controlling power, preventing corruption and negativity in law-making work; closely linking law-making with law enforcement, perfecting the mechanism for organizing strict and consistent law enforcement, ensuring respect for the Constitution and law.

Closely follow the specific requirements and tasks for implementation of each law and resolution passed; promptly submit to the Prime Minister for promulgation of Plans for implementing laws and resolutions of the National Assembly; allocate resources and prepare conditions to meet task requirements.

Strictly comply with the Law on Promulgation of Legal Documents in the process of promulgating detailed regulations; promptly develop and promulgate under authority or submit to competent authorities for promulgation 130 documents detailing laws and resolutions passed at the 8th Session to promptly take effect together with the laws and resolutions. Pay special attention to laws and resolutions that take effect from December 1, 2024, January 1, 2025, January 15, 2025, February 1, 2025 and April 1, 2025 to avoid creating legal gaps and ensure smooth and consistent law enforcement.

Strengthen the dissemination, introduction and dissemination of policies, contents of laws, resolutions and detailed regulations. Provide guidance on implementation in a variety of forms so that agencies, organizations, people and businesses can correctly and fully understand the regulations, thereby voluntarily complying.

Proactively handle issues arising in the process of implementing laws and resolutions in accordance with the law.

Regarding improving the effectiveness of coordination in organizing the implementation of laws, the Prime Minister requested that the agencies of the National Assembly and National Assembly deputies continue to closely coordinate with the Government, ministries and branches right from the initial stage of law-making, ensuring the feasibility of regulations in draft laws and resolutions, creating favorable conditions for implementation after approval. Strengthen supervision activities in the work of law-making and enforcement, promptly detect illegal contents and violations to propose appropriate handling measures, ensuring that laws are strictly and effectively enforced.

The Central Committee of the Vietnam Fatherland Front and its member organizations participate in the development and contribution of opinions to the development and promulgation of legal documents; proactively participate in disseminating and educating the people about the law in various appropriate forms; mobilize people of all walks of life to implement laws and resolutions; strengthen supervision and social criticism of the implementation of policies and laws related to the people's legitimate and legal rights and interests.
