The Ministry of Education and Training shared the agreed points on the 2025 high school graduation exam plan at the conference summarizing the organization of this year's exam held on the morning of September 20.
Regarding the plan to organize graduation exams from 2025, Associate Professor Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the exam will be organized by subject.
11 subjects including Literature, Math, Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology (actually 17 subjects because Foreign Language includes 6 subjects corresponding to each language). Of which, some subjects are compulsory and some are optional.
Exam contentwill closely follow the objectives of the 2018 General Education Program, mainly the 12th grade program. The exam will focus on enhancing capacity assessment, in accordance with the regulations and implementation roadmap of the 2018 General Education Program.
AboutExam format, Literature subject is tested in essay form; the remaining subjects are tested in multiple choice form. The question bank and exam papers for all subjects are built with an orientation focusing on competency assessment.
Mr. Chuong said that the Ministry of Education and Training has directed that the exam will be held in June. "We will try to hold it around the end of June, around June 20-30," Mr. Chuong said.
Regarding the graduation recognition method, to evaluate teaching and learning capacity, according to Mr. Chuong, the results of the process assessment and the graduation exam results will still be combined. “This is one of the contents that needs further research. Currently, the ratio is 70-30, we will research whether the ratio can be 50-50 or if there is a better way,” said Mr. Chuong.
Regarding the implementation roadmap, the Director of the Department of Quality Management said that in the period of 2025 - 2030, the high school graduation exam will continue to maintain the paper-based exam method; at the same time, effectively apply information technology, and gradually pilot computer-based exams for multiple-choice subjects in localities with sufficient conditions (can combine paper-based and computer-based exams).
After 2030, we will strive to organize high school graduation exams on computers when all localities nationwide have the conditions to organize exams on computers for multiple-choice subjects.
Explaining further about the exam subjects, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said: "Only subjects that are evaluated by scores will be considered for inclusion in the exam. The remaining subjects are difficult to implement with the paper-based exam plan," Mr. Ha said.
The 2018 general education program for high school level has 17 subjects (of which Foreign Language includes 6 subjects) assessed by scores.
To evaluate according to the program's output standards, according to Mr. Ha, the high school graduation exam focuses on important competencies suitable for high school career orientation: specific competencies (of subjects), problem-solving and creative competencies, calculation competencies, language competencies...
AboutExam format from 2025Mr. Ha said there will be inheritance with the current exam format, teaching and learning.
However, it is expected that there will be developments to suit the assessment goals. For example, in the leading questions of the exam, the context in the question will be studied; according to the assessment purpose... At the same time, the Ministry of Education and Training will study more multiple choice test formats with 4 true/false options, open-ended questions - short answers...
However, according to Mr. Ha, the Ministry of Education and Training must also consider limiting the increase in the number of exam papers. Mr. Ha added that the development and testing of the illustrative exam for the 2025 high school graduation exam will take place around October-November 2023.
