Building a safe and healthy living environment for children

Deputy Prime Minister Le Thanh Long has just signed Decision No. 1183/QD-TTg dated October 14, 2024 promulgating the Plan to implement Directive No. 28-CT/TW dated December 25, 2023 of the Politburo on strengthening the care, education and protection of children to meet the requirements of developing a prosperous and happy country.

The objective of the Plan is to unify the direction of all levels and sectors to thoroughly grasp and effectively implement it, creating a clear change in awareness and action regarding the position and role of child care, education and protection and the responsibility of agencies, organizations and individuals.

Specify the viewpoints, goals, tasks and solutions of Directive No. 28-CT/TW dated December 25, 2023 of the Politburo on strengthening the care, education and protection of children to meet the requirements of developing a prosperous and happy country (Directive No. 28-CT/TW) so that ministries, branches and localities, according to their assigned functions and tasks, can develop programs or plans and organize their implementation synchronously and effectively.

The plan sets out four key tasks and solutions, including raising awareness, sense of responsibility and action on child care, education and protection; strengthening leadership and direction on child care, education and protection; continuing to improve the legal system and policies on child care, education and protection; improving the effectiveness of state management, creating consistency in the implementation of policies and laws on child care, education and protection.

Focus on educating children in ethics, lifestyle, and life skills appropriate to their age.

To strengthen leadership and direction in child care, education and protection, the Plan regularly, practically and effectively implements the policies and laws of the Party and State.

Integrate goals, targets, tasks, and solutions on child care, education, and protection into the development and implementation of strategies, programs, and plans for national, sectoral, and local socio-economic development.

Prioritize the allocation of the state budget to implement policies and contents related to children according to tasks approved by competent authorities, in accordance with the balancing capacity and regulations on decentralization of the state budget, ensuring that the state budget plays a leading role, combined with mobilizing socialized resources and other legal resources.

Increase investment in infrastructure, social welfare works, social services, ensure human resources, training and capacity building associated with resource planning to implement policies and laws on children, especially in ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions, border areas, beaches, coastal areas and islands.

Strengthen coordination between agencies, organizations, families, schools and society, promote the responsibility of leaders, families and schools; focus on educating children on ethics, lifestyle and life skills appropriate to their age.

Support children in special circumstances, children affected by natural disasters and epidemics

Along with that is building a safe, healthy living environment, comprehensive development for children; preventing and combating child abuse and injuries, supporting children in special circumstances, children affected by natural disasters and epidemics; consolidating and developing a system of social welfare, social services, child protection services that are connected, continuous, high-quality and effective; a child-friendly judicial system and legal aid for children.

Innovate socialization mechanisms and policies, encourage and mobilize organizations, businesses and individuals to participate and coordinate in effectively implementing policies, goals, targets, solutions and models for child care, education and protection, support poor children, children in special circumstances, children in difficult and especially difficult socio-economic areas, ethnic minority areas, border areas, islands...

Amending, supplementing and perfecting documents on child protection and care

The Deputy Prime Minister requested the Ministry of Labor, War Invalids and Social Affairs to study, amend, supplement and complete legal documents on child protection and care and children's participation in children's issues; continue to complete and upgrade the national database on children in conjunction with national digital transformation.

Develop a social welfare system, child protection services, social work services, and child counseling and consultation suitable for the new period; consolidate and develop the team working on children at all levels, people working on child protection at the commune level, social workers, and collaborators working on children in residential communities.

The Ministry of Health researches, revises, supplements and perfects legal documents on health care and nutrition for children; develops and improves the quality of health services, especially mental health care for children at medical examination and treatment facilities...
