Gia Xuyen Commune (Hai Duong City) fights against drugs, "cleans up" the area

Once a complicated area

Before 2020, the drug situation in Gia Xuyen commune was complicated. Although it is a purely agricultural area, there are many men in the commune who are involved in drugs. Drug users are usually between 18 and 35 years old, have no stable job and income, and often gather together. According to the commune police, at that time the commune had up to 50 addicts, many of whom were storing and trading drugs. This led to social insecurity, affecting people's lives and business. Occasionally, petty thefts and gambling occurred in the area...

Immediately after the regular police force arrived in the locality, they took control and checked the area. The commune police promptly advised the local Party Committee, government, and Steering Committee 138 on measures to prevent and combat drugs, and had a basic investigation plan, checking locations and cases of illegal use, storage, purchase, sale, and organization of drug use to have effective measures to prevent and combat.

The Steering Committee of 138 communes specifically assigned members to directly manage, monitor, and capture drug-related subjects living in the area. The commune directed sectors, organizations, and village leaders to step up propaganda of drug prevention laws to the people, especially to students.

Lieutenant Colonel Nguyen Dang Cuong, Chief of Gia Xuyen Commune Police, said: “For cases of drug possession and trafficking, the Commune Police proactively coordinate with the professional teams of Hai Duong City Police to deploy measures to sweep, arrest, and handle. For drug users, the police force, departments, branches, and organizations coordinate with their families to persuade them to go to drug rehabilitation. Any case that deliberately does not cooperate will be sent to compulsory drug rehabilitation.”

Clear change

From 2020 to May 2024, police agencies at all levels arrested and prosecuted 6 cases with 14 subjects related to the illegal possession, trading, and organization of drug use in Gia Xuyen commune; administratively handled 2 cases. 7 people were sent to compulsory drug rehabilitation, 4 cases were mobilized for voluntary drug rehabilitation, and 25 people were treated with methadone.

With both flexible and resolute measures, the drug prevention work of Gia Xuyen commune has gradually changed clearly. From 2022 to now, the commune has no complicated spots or gathering places, and no new drug addicts. Currently, the commune still has 21 drug addicts, of which 17 are treated with methadone, 2 are in community rehabilitation, and 1 is in compulsory rehabilitation.

Comrade Tang Van Bach, Deputy Secretary of the Party Cell, Deputy Head of the Front Work Committee of Tang Ha village said: “Previously, the village had many drug addicts and drug dealers, which affected people’s lives and caused social insecurity. Now, drug abuse is almost gone, so people can feel secure in doing business and living.”

Gia Xuyen commune currently has more than 10,000 people, bordering some areas with complicated drug problems, with the Thach Khoi - Gia Xuyen industrial cluster developing, many people from inside and outside the province come to do business and live. These are factors that can lead to violations, drug-related crimes will continue to arise, especially new types of stimulants, and disguised drugs. In the coming time, Gia Xuyen commune's functional forces will strengthen propaganda and education on drug-related laws for people, focusing on the young generation. Strengthen the control and management of the area, especially coordinating with the industrial cluster management board and enterprises to promptly detect cases related to drug-related violations and crimes to have effective prevention and combat measures.
