Hai Duong has not been able to implement voluntary drug addiction treatment at home and in the community.

In 2023, the Department of Labor, War Invalids and Social Affairs coordinated with the Provincial Police to develop inter-sectoral guidance No. 2472/HDLN-CA-LĐTXBH. Accordingly, voluntary drug addiction treatment at home and in the community will be carried out in at least the first 3 stages of the drug addiction treatment process at the Provincial Drug Addiction Treatment Center, the remaining stages will be carried out in the commune, ward or town where the addict resides.

However, because the province has not yet issued economic and technical norms for the field of drug addiction treatment, it is not possible to determine the fee for providing this service at the provincial drug addiction treatment facility, leading to the failure to implement the activity.

To overcome the above difficulties, the Department of Labor, War Invalids and Social Affairs is coordinating with the Provincial People's Committee to submit to the Provincial People's Council a Resolution regulating support policies for drug prevention and control, including regulations on support policies for drug addicts who voluntarily undergo drug rehabilitation at home and in the community.
