Schools in Tu Ky district (Hai Duong) are paying more than 6.8 billion VND for 3,502 teachers to teach disabled students in the past 3 years.
On October 14 and 15, kindergartens, primary schools, secondary schools and the Center for Vocational Education and Continuing Education of Tu Ky district focused on completing procedures to pay support allowances for teachers teaching children with disabilities in the past 3 school years.
A total of VND 6.8 billion was spent on 3,502 teachers teaching disabled students in the 2021-2022, 2022-2023 and 2023-2024 school years. The largest amount was spent at primary and secondary schools, each with more than VND 3.1 billion. The funds were drawn from the Tu Ky district budget in 2024.
Previously, Hai Duong Newspaper received feedback from a number of teachers in Tu Ky district about not having received support payments for teaching disabled students for 3 school years from 2021 onwards.
Speaking to reporters from Hai Duong Newspaper, the leader of the Department of Education and Training of Tu Ky district said that the reason for not paying allowances to teachers teaching disabled students in the past 3 school years was due to difficulties in funding from the district budget.
On July 31, the Chairman of Tu Ky District People's Committee signed Decision No. 2498/QD-UBND to provide additional funding for public service units in the education and training sector in the district. The decision was issued but due to lack of funding, payment has not been made immediately.
According to Instruction No. 334/HD-LN dated March 31, 2022 of the Department of Education and Training and the Department of Finance on payment of preferential allowances for teachers directly teaching people with disabilities under the inclusive education method, teachers and lecturers directly teaching in classes with people with disabilities at preschools, general education institutions and vocational education - continuing education centers are paid allowances.
A class with disabled students is understood as a class with no more than 2 disabled students. In special cases, the head of the educational institution may arrange and assign more disabled students in a class based on actual conditions.
Allowance is calculated according to the formula: Preferential allowance for teaching people with disabilities = teacher's salary per hour of teaching x 0.2 x total actual hours of teaching in classes with people with disabilities.
