Hai Duong province is considering regulations on the list of revenues, tuition fees, and revenue and expenditure management mechanisms for services supporting educational activities.
On the afternoon of October 14, the Culture and Social Affairs Committee of the Hai Duong Provincial People's Council worked with the Department of Education and Training, the Department of Health and a number of related departments and branches to review the reports to be presented at the 26th session of the Provincial People's Council scheduled to be held on October 18.

The leaders of the Provincial People's Council's Culture and Social Committee requested relevant units to absorb the opinions, continue to review and complete the report to present at the thematic meeting. The Department of Education and Training was requested to summarize the budget for some revenue items in the draft report such as the final exam for junior high school students, money for printing graduation certificates, and school supplies for exams and tests so that the Culture and Social Committee could report to the Provincial People's Council Standing Committee to propose support from the state budget...
According to the draft report, the tuition fee collection at kindergartens, general schools and other public educational institutions implementing general education programs that are not self-sufficient in regular expenditures is expected to remain stable as it is now.
Regarding the list, the collection level of service fees supporting educational activities (other than the lists prescribed by competent authorities) from the 2024-2025 school year onwards will be replaced to ensure conditions for educational institutions to complete the curriculum, improve the quality of education; meet the needs of students; be consistent with actual conditions and legal regulations.
The members of the Cultural and Social Committee basically agreed on the content of the regulation on the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in the province. The Department of Health is requested to review carefully to ensure the correct subjects, correct policies and monthly support levels.
According to the draft proposal, the state budget is expected to spend more than 13.1 billion VND per year in monthly support for village and residential area health workers. Of which, 392 villages have less than 350 households and 304 residential areas have less than 500 households, with an expected expenditure of nearly 489 million VND/month (equivalent to 702,000 VND/person/month) for these 696 health workers.
The province has 517 villages with 350 households or more and 128 residential areas with 500 households or more. The estimated expenditure is more than 603 million VND/month (equivalent to 936,000 VND/person/month).
Currently, the monthly support for 909 village health workers is over 638 million VND/month, or nearly 7.7 billion VND/year. Thus, the state budget must spend an additional 5.5 billion VND/year.
Speaking at the meeting, Comrade Nguyen Khac Toan, Vice Chairman of the Provincial People's Council, requested the Department of Health to coordinate in re-evaluating the accuracy to unify data on villages and residential areas in the province.
