Thu Dau Mot University (Binh Duong) incorrectly collected 37 billion VND in tuition fees from students, but due to difficulties in refunding, it has paid it into the state budget.

The leaders of Thu Dau Mot University said on October 15 that they had paid the above amount into the state budget.

In the 2020-2021 and 2021-2022 school years, Thu Dau Mot University is not financially autonomous and must collect tuition fees according to the level set by the People's Committee of Binh Duong province. In particular, the price for each credit is the same, without distinction between theory and practice.

However, in reality, this school charges 1.5 times more for practice credits than for theory credits. The school explains that this is to compensate for depreciation of facilities and practice equipment.

The State Audit determined that this was wrong and required the school to return the money to the students, a total of 37 billion VND. If the school cannot return it, it must pay it into the state budget.

A school leader said it was difficult to return the money to each student, due to many procedures and incomplete information. At that time, the school was not autonomous and received investment from the state. Therefore, the school chose to return the above amount to the budget.

Thu Dau Mot University is a public higher education institution under the People's Committee of Binh Duong province. According to regulations, for the 2020-2021 school year, the school is allowed to collect tuition fees from VND980,000 to VND1.43 million per month.

From the beginning of 2022, this school will be given financial autonomy.

The school offers more than 60 undergraduate and master's degree programs. Last year, the school's enrollment target was about 4,500.

Public university tuition fees are currently based on Government Decree No. 81 (2021) and 97 (2023). The tuition ceiling (the highest amount that can be collected) at schools that are not self-sufficient in regular expenses this school year is 1.2-2.45 million VND/month, depending on the major.

In schools that are self-sufficient in recurrent expenditure (autonomous), tuition fees can be 2.5 times the ceiling. With accredited programs, schools determine their own tuition fees.
