Find the reason why households asked to withdraw from the temporary housing removal program to remove the problem

For various reasons, many policy families, poor and near-poor households in Hai Duong have requested to be removed from the list of temporary and dilapidated houses.

Many reasons

The house of Mr. Nguyen Manh Khien (4/4 disabled soldier) and Mrs. Le Thi Hoan in Pham Trung village, Toan Thang commune (Gia Loc) was built in 1986. Currently, the house has seriously degraded, the walls are cracked, the plaster is peeling... According to regulations, Mr. Khien's family is eligible for financial support under the Government's Program to Eliminate Temporary and Dilapidated Houses. However, after much deliberation, the couple decided to withdraw from the list of supported houses.

Ms. Hoan said that because her son, who lives with her, is planning to build a new house, it would be a waste if they repaired or rebuilt this year. "After discussion, my family agreed to withdraw from the list so that when we are qualified, we can build a new house. We voluntarily withdraw from the program," Ms. Hoan said.

Also in Pham Trung village (Toan Thang commune), the family of Mr. Pham Van Chu, a war invalid, also asked to withdraw from repairing their house. The reason is that the house was built a long time ago and is now degraded. Repairing it would require a large amount of money, while Mr. Chu's family does not have enough money. In addition, the land they are living on is also in dispute and does not meet the conditions for a construction permit.

Localities have clarified the reasons why households requested to withdraw from the program to eliminate temporary and dilapidated houses.

The land plot and house that Mr. Hua Nhu Khoi is using in zone 13 (Binh Han ward, Hai Duong city) has a complicated origin, through many owners. In the 1995 land map, the land plot is located at number 191, map sheet number 11, area 121.2 m2, owned by Lam Son Timber Enterprise. On the 2004 survey map (used until now), it is plot number 12, map sheet number 19, area 32.6 m2, the owner is Mr. Bui Van Duong. However, Mr. Duong said that the above land plot was transferred to Ms. Dinh Thi Phuong since 1992. In 2010, Ms. Phuong transferred it to Mr. Khoi. Currently, Mr. Duong and Mr. Khoi no longer have any documents and do not know where Ms. Phuong is.

Because the land has been transferred to many people and the documents are incomplete, Mr. Khoi's land currently does not meet the conditions for a construction permit. Mr. Khoi cannot repair the house.

Focus on removal

Implementing the Program to eliminate temporary and dilapidated houses launched by the Government, Hai Duong quickly started to review and make statistics. The Provincial People's Committee approved 1,638 households belonging to policy families, meritorious people, poor and near-poor households eligible for financial support to build and repair houses. However, up to now, there are 186 households that no longer need or do not have the conditions to build or repair houses.

Gia Loc district has 239 households in need of building or repairing houses, but 10 households have asked to be removed from the list, of which 8 households no longer have the need, and 2 households have land in dispute.

Mr. Pham Van Hien, Deputy Head of the Economic, Infrastructure and Urban Department of Gia Loc district, said that in the case of disputed land, the locality coordinates with relevant sectors to focus on resolving conflicts so that households can soon be eligible to build houses.

For households that request to withdraw, the local authorities will investigate, clarify the reasons, and encourage households to overcome difficulties so that they can start construction this year. "However, all households requesting to withdraw have legitimate reasons, and the local authorities have also worked with and made records of each specific case," said Mr. Hien.

Hai Duong City People's Committee also directed units to actively participate in resolving difficulties and obstacles of households in removing temporary and dilapidated houses. Ms. Nguyen Thi Thanh Hang, Deputy Head of the Urban Management Department of Hai Duong City, said that in 3 cases of land-related problems, the locality has focused on resolving them, so currently, Mr. Vu Anh Tuan's household in Zone 7 (Nguyen Trai Ward) is eligible for a construction permit. "The city's viewpoint is to create maximum conditions for eligible households to build and repair houses, but they must strictly comply with regulations. Through this house construction campaign, many long-standing problems have been resolved," Ms. Hang said.

Hai Duong is focusing on completing houses under the Government's program to eliminate temporary and dilapidated houses.

For those who have withdrawn or are not eligible to build or repair their houses this year, local authorities have committed to providing financial support after the households have resolved their problems or if they have a need to build in the future. Mr. Bui Van Sau, Chairman of the People's Committee of Binh Han Ward (Hai Duong City) said: "Later, the locality will mobilize businesses, organizations and individuals to join hands to support these households to reduce their financial difficulties. However, the locality's viewpoint is to make efforts to resolve the problems so that they can build or repair this year."
