Actively place orders with scientists, even farmers, to conduct scientific research for practical application. Actively coordinate with departments, branches, and localities in implementing research topics. Regularly review staff to select people with appropriate qualifications for important positions.

Regarding the proposals of the Department of Science and Technology, the Provincial Party Secretary agreed to increase state budget investment in science and technology activities. Thereby, effectively researching, applying and transferring scientific and technological achievements into production and life. Agreeing to research and consider building a Center for Application and Innovation. Agreeing to the policy of the Department of Science and Technology to preside over and coordinate with the departments to advise the Provincial People's Committee to organize the Innovation and Startup Festival (TECHFEST) in 2024 to promote startup and innovation activities, contributing to socio-economic development in Hai Duong province.

The Provincial Party Secretary requested the Provincial Party Committee Office to fully synthesize the opinions of the leaders of the Provincial People's Committee, departments, branches, and proposed opinions of the Department of Science and Technology to have a conclusion announcement and serve as a basis for implementation.

According to the report of comrade Pham Van Manh, Director of the Department of Science and Technology, in the past time, the Ministry of Science and Technology has supported organizations and enterprises of Hai Duong to implement 2 state-level topics and 6 projects under the rural mountainous program for the period 2016-2025. Up to now, 2 projects have been officially accepted, the remaining topics and projects have been and are being implemented. The topics and projects have actively contributed to improving scientific and technological capacity; strengthening the scientific and technological potential, technical facilities serving the management, production and business of participating organizations and enterprises. During the past half term, 69 science and technology tasks were carried out in the fields of agriculture, society, medicine, pharmacy... with a total budget of over 45.6 billion VND.

Hai Duong province has proactively cooperated to seek, apply and transfer scientific and technological advances. In the period of 2021-2023, departments and branches have actively participated in scientific research.
