With 53 members, the Subcommittee is tasked with developing a 5-year report on the implementation of the 10-year Socio-Economic Development Strategy (2021-2030); developing a 5-year Socio-Economic Development Plan (2026-2030).
On the afternoon of December 8, Politburo member and Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th National Party Congress (Subcommittee), chaired the first meeting of the Subcommittee.
Also attending the meeting were Politburo members: Permanent Vice Chairman of the National Assembly Tran Thanh Man; Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Minister of National Defense Phan Van Giang; Secretary of the Party Central Committee, Deputy Prime Minister Le Minh Khai; Party Central Committee members who are members of the Subcommittee, leaders of departments, ministries, branches and central agencies.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that General Secretary Nguyen Phu Trong emphasized that the decision to establish the subcommittees was the initial step in the preparation process for the 14th National Party Congress and requested that the subcommittees urgently develop programs and plans to soon begin operations, ensuring quality and efficiency.
The 14th National Party Congress's Socio-Economic Subcommittee, with 53 members, is tasked with developing a 5-year report on the implementation of the 10-year Socio-Economic Development Strategy (2021-2030); developing a 5-year Socio-Economic Development Plan for the 2026-2030 period to submit to the 14th National Party Congress.
The Prime Minister emphasized that this is a very important document of the Congress. Therefore, it requires the members of the Subcommittee, the Editorial Team and the supporting units to focus their intelligence and time to successfully complete the very important and heavy task assigned by the Central Committee.
From now until the 14th Congress, the Subcommittee has many tasks, including summarizing and carefully evaluating the country's reality, especially evaluating the results of implementing the socio-economic development tasks for the 5 years of 2021-2025; at the same time, pointing out the shortcomings, limitations, and inadequacies to overcome, finding causes and drawing lessons, pointing out new and different points compared to before, in order to evaluate the achievements, results as well as difficulties and limitations in implementing the socio-economic development tasks of the 13th term and setting out orientations for the country's development until 2030 (the time of the 100th anniversary of the Party's founding).
The general spirit is to inherit and promote the achievements of nearly 40 years of renovation; take advantage of favorable opportunities, liberate resources to develop the country quickly and sustainably.
The Prime Minister stated that in order to complete a large, complex, and elaborate workload, to have the Report accepted by the Party, the people excited, agreed, and supported, and highly appreciated by the international community, the Subcommittee must have a scientific and reasonable division of labor and organization of activities, with a clear, specific, and feasible roadmap and plan.
The first meeting of the Subcommittee will discuss, review and agree on many important contents. These include identifying and forming supporting agencies and units; planning to assign staff to participate in work blocks; deciding to establish the Subcommittee Standing Committee, Editorial Board and supporting units; discussing and agreeing on the working regulations of the Subcommittee and Editorial Board, as well as the roadmap and plan for implementing the work and tasks of the Subcommittee.
