Prime Minister Pham Minh Chinh shared Vietnam's determination for green transformation through strong commitments at COP26, expressing his readiness to coordinate and share experiences with G77 countries.

Prime Minister Pham Minh Chinh speaks at the G77 and China Summit on Climate Change

On the afternoon of December 2 (local time), Prime Minister Pham Minh Chinh attended the Group of 77 (G77) Summit on climate change on the occasion of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Dubai (United Arab Emirates - UAE).

The conference was chaired by Cuban President Miguel Diaz-Canel Bermudez - Chair of the G77 Group in 2023, and attended by United Nations Secretary-General Antonio Guterres, senior leaders and representatives from 134 G77 member countries and many international organizations.

Speaking at the conference, Cuban President Miguel Diaz-Canel Bermudez emphasized the importance of strengthening international solidarity and cooperation to respond to major global challenges, calling on G77 countries to continue to unite, share their voices, and ensure the legitimate rights and interests of developing countries that are directly and seriously affected by climate change.

The UN Secretary-General highlighted the importance of developing countries in promoting multilateral processes for climate goals, calling for climate justice and especially emphasizing the need for developed countries to quickly increase further support for Southern countries, especially in implementing climate finance commitments.

The conference welcomed and highly appreciated the turning point significance of the adoption of the Loss and Damage Fund agreement, affirming the need to promote the role of the G77 Group, strengthen actions, and promote effective solutions to respond to climate change.

At the main discussion session of the conference, Prime Minister Pham Minh Chinh delivered an important speech to convey Vietnam's policies and commitments on climate change response as well as provide some cooperation orientations for the G77 Group in the coming time.

The Prime Minister welcomed Cuba's initiative to organize the conference, affirming Cuba's leading role as Chair of the G77 Group.

Emphasizing the importance of effective adaptation to climate change for the world and Vietnam, the Prime Minister proposed three cooperation orientations within the G77 Group.

Firstly, promote a global, all-people approach and uphold multilateralism with the motto of common but differentiated responsibilities, ensuring fairness, reasonableness, and taking into account the economic and social development needs of developing countries.

Second, make science, technology and innovation a key area of ​​cooperation in the G77 on the basis of establishing an inclusive cooperation mechanism, making good use of the strengths of both developed countries (in terms of capital and technology) and developing countries (in terms of markets and resources).

Third, promote concessional climate finance in a way that is more accessible, does not increase debt burdens, and does not trade off resources for achieving other development goals.

The Prime Minister shared Vietnam's determination for green transformation through strong commitments at COP26, participation in JETP, implementation of plans, projects, and strategies on green growth, sustainable development, and energy transition; and expressed readiness to coordinate and share experiences with G77 countries.

The G77 Summit on Climate Change, which attracted the participation of many leaders of countries and international organizations, showed the growing interest of countries in South-South Cooperation Mechanisms.

In the context of increasingly large global challenges and developing countries being the most vulnerable, it is especially important for group members to gather and share their views and common voice on climate change, contributing to promoting solidarity and international cooperation for global climate goals.
