Adjusting the detailed planning for the construction of a new urban area in the south of Hai Duong City (sub-area 2) was one of the contents discussed at the July meeting (first time) of the Provincial People's Committee on the afternoon of July 5.
The project to build a new urban area in the south of Hai Duong City (phase 2) invested by Thanh Dong Real Estate Investment Joint Stock Company has an area of nearly 194 hectares, including 2 phases: phase 1 is nearly 78 hectares wide, the remaining phase 2. In phase 1, the project still has a part of land adjacent to Thach Khoi - Doan Thuong canal that has not been cleared. In phase 2, the investor has been allocated the first phase of land.
Previously, the consulting unit for surveying and setting up the project drew the project boundary on the boundary of the people's land. When organizing the implementation, the process of site clearance encountered difficulties, especially related to funding. Therefore, if adjusted in the direction of narrowing the project boundary in the area adjacent to the people's land, it will help the State save budget and facilitate project implementation.
Therefore, the project is expected to adjust some contents regarding planning location information; the direction of a road in the urban area to avoid overlapping the boundary and current land area of the communal house and cultural house in Tang Thuong village (Lien Hong commune, Hai Duong city); adjust the content related to the 220 kV power line; adjust the swap of the location of the market construction land lot with the educational land lot; add the location of the BTS station construction...
At the meeting, the Provincial People's Committee agreed on the project adjustment policy. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Construction and related units to collect comments and complete the report, clarifying the need to adjust the project planning. Assigned Hai Duong City, the Department of Construction, and the Department of Natural Resources and Environment to review and determine the origin and boundaries of the people's land, thereby recalculating the project boundaries.
At the meeting, the Provincial People's Committee listened to and commented on a number of reports from the Departments of Planning and Investment and Construction on the continued implementation of the investment project to build provincial road 394B, the section connecting provincial road 395 to the North-South axis road, Thanh Mien district; adjusting the investment policy for the project of the headquarters of the block of departments, branches and sectors in the concentrated administrative area of the province; methodology on the competitiveness index of departments, branches and localities of the province in 2023 (DDCI Hai Duong 2023); the issuance of the plan to organize the conference "introducing Hai Duong"; the zoning plan for the construction of Kim Thanh 2 industrial park (Kim Thanh), scale 1/2000.
