Vu Trung Hieu was prosecuted because while taking the 2023 high school exam, he sent the Literature exam questions via Messenger to a university student to help him, causing the exam questions to be leaked on social media.
On October 28, Cao Bang Provincial Police said they had just prosecuted Hieu, 18 years old, residing in Cao Bang City, along with Hoang Thi Thu Trang, 20 years old and Hoang Ngoc Tuan, 21 years old, from Phu Tho, to investigate the crime.Intentionally revealing state secretsc. According to the initial investigation, on June 28, in examination room 176, Cao Bang City High School Examination Council, 15 minutes after distributing the exam papers, candidate Hieu used his mobile phone to take a photo of the Literature exam papers and then sent it to Trang via the Messenger application.
Trang then solved and sent questions 1 and 4 of the reading comprehension section, and question 1 of the writing section to Hieu. However, because the invigilator was strict, Hieu did not dare to use his phone to look at the answers.
At the same time, Trang’s boyfriend Tuan accessed his girlfriend’s Facebook account. When he saw the photo of the Literature exam, Tuan posted it on Facebook and deleted it a few minutes later, but it still went viral.
Images of the Literature exam went viral on social media at around 8am on June 28.
Cao Bang Provincial Police said that although the actions of Hieu, Trang and Tuan did not affect the overall results of the exam, they violated the law on protecting state secrets in the field of education and training.
According to Clause 1, Article 1 of Decision 531/QD-TTG, the high school graduation exam questions that have not been made public are in the list of state secret documents with the level of "Top Secret". The period of state secret protection only ends when the test time for multiple-choice subjects ends and 2/3 of the test time for essay subjects has passed.
