Conclusion No. 128 of the Politburo requires that from March 7 until the completion of the project, no district-level administrative units be organized, some provincial-level administrative units are merged, some commune-level administrative units are reorganized, etc., and that recruitment, appointment, and nomination of candidates for leadership and management positions be temporarily suspended.
On March 7, on behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 128-KL/TW on personnel work policy.
The Politburo's conclusion stated that from March 7 until the completion of the project, there will be no district-level administrative units, mergers and consolidations of some provincial-level administrative units, reorganization of commune-level administrative units, streamlining of Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State, and a number of policies will be agreed upon:
For the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned tasks by the Party and State at the Central level, temporarily stop recruiting, planning, mobilizing, rotating, appointing, and recommending candidates for leadership and management positions in these organizations and affiliated agencies and units.
At the provincial level, temporarily suspend recruitment, planning, mobilization, rotation, and appointment; allow the policy of completing the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Council, vice chairman of the People's Committee of the province and city; complete and supplement the Party Committee, the Standing Committee of the Party Committee for the 2020-2025 term and the leaders of the heads and deputy heads of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.
For district and commune levels, temporarily suspend recruitment, planning, mobilization, rotation, appointment and nomination for leadership and management positions and complete and supplement Party committees, Party committee standing committees, secretaries and deputy secretaries at district and commune levels.
In special cases where it is truly necessary to supplement and perfect certain positions, it will be done as follows:
Specifically, the positions of deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Committee of the province or city, the completion and addition of members of the Standing Committee of the provincial Party Committee, leaders of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State at the Central level, the Party Committee and Party organizations shall report to the Politburo and the Secretariat for consideration of each case to approve the implementation of the process of completion and addition of personnel.
The Standing Committee of the provincial Party Committee shall report to the Central Organizing Committee for the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman and Vice Chairman of the People's Committee at the district level to seek opinions from the Central Organizing Committee before implementing the process of completing and supplementing personnel according to regulations.
With the titles of Secretary, Chairman of People's Council, Chairman of People's Committee at commune level, the Standing Committee of the Party Committee at commune level is assigned to consider carefully, cautiously, and comprehensively before deciding and be responsible to the Politburo for its decision.
The consolidation and supplementation of leadership and management positions according to the policy of the Politburo and the Secretariat will continue to be implemented according to regulations. For other cases that have completed the personnel process and sent documents to the competent authority of the Central Committee, the Central Organization Committee, before March 7, they will be considered according to regulations.
Conclusion No. 128-KL/TW of the Politburo also clearly stated that for the leadership and command positions of the army, police, people's courts, and local people's procuracies managed by the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee, the Politburo's guidelines shall be used to lead, direct, concretize, and organize implementation, ensuring consistency and suitability with the situation and practical requirements of the unit.
