According to the plan, Cam Giang district (Hai Duong) handed over the site to the investor to build the expanded Tan Truong industrial park before the fourth quarter of 2022, but it has not been completed yet.
Remove "suspended" planning
In the planning of Cam Giang district to 2030, with a vision to 2050, the district aims to build and develop Tan Truong commune to become a highlight of rural industrialization, focusing on industry, handicrafts, and services of the district, and by 2025, to reach the standards of a type V urban area. To realize the above goal, the Party Committee and People's Council of Tan Truong commune have developed a resolution on concentrating investment in infrastructure, accelerating the urbanization process, and creating a driving force to promote local socio-economic development. Up to now, Tan Truong commune has achieved the criteria for an advanced new rural area, and is reviewing and completing the criteria for a type V urban area. The expanded Tan Truong Industrial Park has also been "revived" with the high consensus of the people involved.
The Tan Truong Industrial Park expansion project was approved by the Prime Minister in 2009. Accordingly, this industrial park has a total area of about 112 hectares, invested by Tay Bac Industrial Joint Stock Company. Due to many difficulties in the implementation process, the project has become a "suspended" plan for many years and will not be restarted until 2021.
“Following the direction of Cam Giang district, the commune has implemented a strict and systematic 10-step site clearance process. Many difficulties arising during the site clearance process have been resolved in a reasonable and sympathetic manner,” said Mr. Vu Van Thuan, Chairman of Tan Truong Commune People’s Committee.
Adjust planning accordingly
According to the newly adjusted and approved master plan, Tan Truong commune has 2 industrial parks including Tan Truong and Tan Truong expansion. Tan Truong industrial park has been operating for about 15 years, with an occupancy rate of over 95%. The planning for Tan Truong expansion industrial park was built a long time ago, so before restarting, it is necessary to have time to survey and adjust the planning to suit the new development orientations of Cam Giang district and Tan Truong commune.
According to general regulations, each new industrial park must plan 2 hectares for fire prevention infrastructure and security land. However, Cam Giang district has planned to build 7 industrial parks quite close to each other, only 5-7 km apart. Some operating industrial parks such as Phuc Dien, Tan Truong, Cam Dien-Luong Dien, Lai Cach... all have plans for fire prevention infrastructure and security land. Based on the above reality, Hai Duong Provincial People's Committee has proposed that the Prime Minister and the Ministry of Public Security consider adjusting the planning of land for fire prevention infrastructure and security land at the expanded Tan Truong Industrial Park.
"That is also an objective reason leading to the delay in handing over the site for the Tan Truong Industrial Park expansion project to the investor," said Mr. Nguyen Khac Nghia, Head of the Department of Natural Resources and Environment of Cam Giang district.
According to Mr. Nguyen Trung Kien, Head of Hai Duong Industrial Park Management Board, Tan Truong Industrial Park Expansion is currently the area with the slowest land handover among all the industrial park expansion projects, so the investor has not been able to build infrastructure. However, this also has objective reasons because it is still waiting for planning adjustments. As soon as the land is cleared, the investor needs to urgently implement the project as committed.
In order not to prolong the waiting time for the site, the project site clearance work is still being implemented. At the end of 2021, according to the plan of the province and Cam Giang district, Tan Truong commune announced the land recovery to households with land in the project. Accordingly, the project site to be recovered involves 577 households with land allocated under Resolution 03, relocating about 400 graves at Dong Bi cemetery and recovering land from 4 households that have contracted public land for 20 years to implement the garden-pond-cage model.
The Compensation and Support Council for Site Clearance of Cam Giang District and Tan Truong Commune has completed all site clearance procedures. The investor has closely coordinated, ensuring timely compensation and support for site clearance steps and stages according to regulations with a total cost of about 260 billion VND.
The significance and importance of building a type V urban area, infrastructure projects, industrial park projects, etc. have all been widely publicized to the people. Party members and their families whose land was recovered have all taken the lead as exemplary role models. Up to now, all related households have agreed to relocate to return the site for the Tan Truong Industrial Park expansion project. In the Dong Bi area, there are 5 families and clans that have received compensation and by the end of this year's grave-making season, the remaining 22 graves will be relocated; 2/4 households that rent public land for livestock and crop farming are requesting a re-inventory of assets on the land.
Chairman of Tan Truong Commune People's Committee Vu Van Thuan added: "For the remaining work, the commune is coordinating with the district's specialized departments to speed up the progress to ensure completion of site handover in the fourth quarter of 2024."
Tan Truong Industrial Park expansion is a concentrated, multi-industry industrial park with a system of convenient public social works, synchronous and modern technical infrastructure to attract domestic and foreign investment. This place will focus on attracting industries that produce and manufacture electrical, electronic, refrigeration equipment, high-tech and technological products serving the electronics, information technology, mechanical manufacturing, machinery, equipment, consumer goods industries, etc.
Recently, the proposal to connect the road to the Tan Truong Industrial Park expansion with National Highway 5 has been approved by the competent authority. This is also a great advantage to attract investment to the Tan Truong Industrial Park expansion in the near future.
