Hai Duong Department of Home Affairs proposed to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels.

Hai Duong Department of Home Affairs requested the People's Committees of districts, towns and cities in the province to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels until new instructions are issued.

Hai Duong Department of Home Affairs has just issued an official dispatch requesting to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels.

Implementing the direction of the Ministry of Home Affairs in Document No. 071/BNV-BTĐKT dated March 5, the Department of Home Affairs of Hai Duong requested the People's Committees of districts, towns and cities to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels until there is direction and guidance from the Central Government.

According to the Emulation and Reward Board, Department of Home Affairs, as of March 7, no unit in Hai Duong province has organized a Patriotic Emulation Congress.

Previously, on June 6, 2024, the People's Committee of Hai Duong province issued Plan No. 2119/KH-UBND on organizing Patriotic Emulation Congresses at all levels and sectors, towards the 6th Hai Duong Provincial Patriotic Emulation Congress and the 11th National Patriotic Emulation Congress in 2025.

According to this plan, the Patriotic Emulation Congress at district and commune levels will be held in the first or second quarter of 2025. In particular, Hai Duong City and Nam Sach District were selected by the Provincial People's Committee and the Provincial Emulation and Reward Council to organize the model congress in the second quarter of 2025.

Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on the implementation of research and proposals to continue to reorganize the apparatus of the political system, including the content of "Researching the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units, implementing the 2-level locality model", "Temporarily suspending the organization of Party Congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance".

Accordingly, the Ministry of Home Affairs has sent an official dispatch requesting the People's Committees of provinces and centrally run cities to temporarily suspend the organization of the Patriotic Emulation Congresses at district and commune levels until the arrangement and organization of administrative units are completed according to Conclusion No. 127-KL/TW of the Politburo and the Secretariat. The Patriotic Emulation Congresses of provinces and centrally run cities are expected to be held in the fourth quarter of 2025.
