Since March 5, the Ministry of Home Affairs has requested that agencies, organizations, and units temporarily not resolve the regime for cases of non-re-election, re-appointment, and officials who quit their jobs or retire at the district and commune levels.
On March 5, the Ministry of Home Affairs issued Official Dispatch No. 079/BNV-CCVC on policies and regimes for cadres and civil servants who are not re-elected or re-appointed at Party Congresses at all levels.
Pursuant to Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, the Government issued Decree No. 177/2024/ND-CP dated December 31, 2024 stipulating the regime and policies for cases of non-re-election, re-appointment and cadres who resign or retire at will.
However, on February 28, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the political system, including the request to temporarily suspend the organization of Party Congresses at the commune and district levels. After the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance. Therefore, the timing of the Party Congresses at the commune and district levels will change.
At the same time, at the request of a number of localities, the Ministry of Home Affairs requested that agencies, organizations and units temporarily not implement policies and regimes for subjects working at the commune and district levels within the scope of regulation and application of Decree No. 177/2024/ND-CP from March 5.
For cases where competent authorities have decided to resolve regimes and policies according to the provisions of Decree No. 177/2024/ND-CP, the implemented regimes and policies shall remain unchanged.
The Ministry of Home Affairs requests the Provincial Party Committee, City Party Committee, and People's Committees of provinces and centrally-run cities to direct the implementation for agencies, organizations, and units under their management.
