The Investigation Police Agency of Gia Loc District Police (Hai Duong) is consolidating the case file and will initiate criminal proceedings related to the serious accident on the Hanoi - Hai Phong highway that killed two people.
On the evening of July 12, a representative of the Investigation Police Agency (Gia Loc District Police) said that they are actively investigating, completing evidence, and consolidating files to prosecute the case related to a serious accident on the Hanoi - Hai Phong Expressway, in the district.
"In fact, the two cars were parked in the 120km/h lane about 10 minutes after the traffic collision. The group of drivers did not move the two cars to the emergency lane but stood for 5 minutes in the highest speed lane to argue. The third car rushed at high speed, without any sign of avoiding the obstacle at the scene of the collision, so it crashed hard, causing a serious accident. We are examining the related vehicles and will initiate a criminal case as soon as possible," said a representative of Gia Loc District Police.
According to the report of the Traffic Safety Committee of Hai Duong province, the traffic accident on the Hanoi - Hai Phong highway, at km 49+400, in Gia Loc district, left 2 people dead and 12 injured.
Through initial verification, the authorities determined that at around 9:00 a.m. on July 11, Mr. D.QH (born in 1983, from Ha Tinh) drove a pickup truck with license plate 38C-195.83 carrying Mr. LNH (born in 1958, from Nghe An) and Mr. TTA (born in 1990, from Thanh Hoa) on the highway from Hanoi to Hai Phong.
When reaching km49+400, passing through Gia Loc town (Gia Loc district), the pickup truck suddenly collided with a passenger bus with license plate 15F-006.78 driven by Mr. QVL (born in 1989, from Hoa Binh), carrying 11 passengers.
Authorities determined that the pickup truck braked suddenly to avoid an obstacle, causing the passenger bus to collide with the rear of the pickup truck. Authorities also determined that this was a minor collision. After the collision, the two cars stopped in the lane with a maximum speed of 120km/h.
After that, Mr. D.QH and Mr. TTA (both on car 38C-195.83) got out and argued with the bus driver QVL right in front of the bus 15F-006.78. The argument lasted about 3-5 minutes.
While the three people were arguing, a car with license plate 30K-757.00 driven by Mr. TNT (born in 1996, from Thai Binh) traveling in the same direction crashed into the back of passenger bus 15F-006.78, pushing the car to hit Mr. TTA and QVL, causing both of them to die on the spot.
The accident also injured many others, who are being treated in hospital.
