Deputy Prime Minister Tran Luu Quang has just signed Official Dispatch 66/CD-TTg dated July 11 of the Prime Minister on overcoming the consequences of a serious traffic accident on the Hanoi - Hai Phong expressway, through Hai Duong province.
Immediately upon receiving information about the accident, the Prime Minister directed to send condolences to the relatives and families of the deceased victims; encourage and visit the injured victims in the accident; and at the same time directed the leaders of Hai Duong province and the police force to go to the scene of the accident to direct the overcoming of consequences and visit the victims in the accident.
To overcome the consequences and prevent similar traffic accidents, the Prime Minister requested: The Minister of Public Security to direct the Traffic Police Department and the Public Security of units and localities to increase patrols and control of cars participating in traffic on highways, strictly handle violations according to the law, especially violations of road sections, lanes, illegal overtaking and avoidance; together with the highway management unit, take timely measures to handle cases of stopping on the highway, including stopping due to vehicle problems to prevent similar accidents.
The Prime Minister requested the Chairman of the Hai Duong Provincial People's Committee to direct the provincial agencies and functional units to arrange all medical conditions and medicines to treat the victims, minimizing human and property losses; organize visits, support and encourage the victims of the above accident; and promptly clarify violations by related organizations and individuals for strict handling in accordance with the law.
The Minister of Transport directed the Vietnam Road Administration to continue to coordinate with relevant agencies to review and strengthen reasonable traffic organization on expressways; direct the units managing and exploiting expressways to take immediate measures to respond to cases of stopping and parking on expressways to ensure traffic safety and prevent similar accidents from happening in the future.
Earlier, on the morning of July 11, on the Hanoi - Hai Phong highway in Gia Loc district (Hai Duong), a serious accident occurred between a car and a pickup truck and a 16-seat passenger car, killing 2 people on the spot and injuring 12 others.
At that time, Mr. D.QH (born in 1983, Nam Phuc Thang commune, Cam Xuyen district, Ha Tinh) was driving a pickup truck with license plate 38C-195.83 on the Hanoi - Hai Phong highway. There were 2 people in the car, Mr. Tr.TA (born in 1990, Hau Loc district, Thanh Hoa) and Mr. LNH (born in 1988, Thanh Chuong district, Nghe An). When reaching the location, the pickup truck suddenly braked. At this time, a 16-seat car 15F-006.78 carrying 11 people, driven by Mr. QVL (born in 1989, Thanh Hoi commune, Tan Lac district, Hoa Binh), collided with the pickup truck.
After the collision, the 16-seat car and the pickup truck stopped in the lane with a speed limit of 120 km/h. Mr. QVL, Mr. Tr.TA, and Mr. D.QH stood arguing in front of the car 15F-006.78. At this moment, a 30K-757.00 car driven by Mr. TNT, (born in 1996, in Hung Ha district, Thai Binh) from behind crashed into the 16-seat car 15F-006.78.
