The 5th session of the 15th National Assembly will be held in a centralized meeting format, expected to take place over 22 working days and divided into 2 phases: Phase 1 for 17 days (May 22 - June 10, 2023) and Phase 2 for 5 days (from June 19 to June 23, 2023).
The 15th National Assembly will consider and decide on many important contents at the 5th Session.
This morning, May 22, after National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum, the National Assembly held a preparatory session to discuss and vote to approve the session's agenda.
The official opening session of the 5th Session took place at 9:00 a.m. at the National Assembly House and was broadcast live on radio and television for the people and voters to follow.
After National Assembly Chairman Vuong Dinh Hue delivered the opening speech of the session, Prime Minister Pham Minh Chinh presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023. The verification report was also presented by Chairman of the National Assembly's Economic Committee Vu Hong Thanh.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 5th session of the 15th National Assembly.
Member of the National Assembly Standing Committee, Head of the People's Petitions Committee of the National Assembly Standing Committee Duong Thanh Binh presented the Report on the results of supervising the settlement of voters' petitions sent to the 4th session of the 15th National Assembly.
Notably, the National Assembly spent the rest of the morning and all of this afternoon meeting separately on personnel work.
At the press conference on the program of the 5th session, Mr. Nguyen Tuan Anh - Deputy Head of the Delegation Affairs Committee of the National Assembly Standing Committee said that the National Assembly will consider, discuss and vote on the proposal of the National Assembly Standing Committee on the dismissal and termination of the duties of National Assembly Delegate of Mr. Nguyen Phu Cuong - Chairman of the Finance and Budget Committee of the 15th National Assembly; at the same time, elect a replacement for this position.
The National Assembly also considered and approved the proposal to dismiss and appoint the Minister of Natural Resources and Environment for the 2021-2026 term. Currently, this position is held concurrently by Deputy Prime Minister Tran Hong Ha.
Expected to pass 8 laws, supreme supervision of epidemic prevention resources
Deputy Head of the National Assembly Office Pham Thai Ha - Assistant to the National Assembly Chairman said that at this session, the National Assembly will consider and pass 8 draft laws: Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
Three draft resolutions were also considered for approval, including: Resolution on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Nine other draft laws will be commented on in this session: Second comments on the Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Credit Institutions (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
In addition, the National Assembly reviewed reports on additional assessments of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023. Approved the 2021 state budget settlement; and the work of practicing thrift and combating waste in 2022.
The National Assembly exercises supreme supervision over the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health and preventive medicine; questions and answers; and decides on many other important issues.
