This morning, May 20, the National Assembly session opened, starting personnel work.

The 7th session of the 15th National Assembly will officially open this morning, May 20, at the National Assembly House, Hanoi.

According to the program design, the National Assembly is expected to begin personnel work today and will complete it on the morning of May 22. The National Assembly will elect the National Assembly Chairman first, then the President according to regulations.

General To Lam, Minister of Public Security, was nominated by the Central Committee for election to the National Assembly as President. Mr. Tran Thanh Man, Permanent Vice Chairman of the National Assembly, was nominated for election as Chairman of the National Assembly.

After laying wreaths and visiting President Ho Chi Minh's Mausoleum, at exactly 8 o'clock, the National Assembly held a preparatory session.

At the meeting, the National Assembly deputies listened to the speech of the Standing Vice Chairman of the National Assembly, Tran Thanh Man, who directs the activities of the National Assembly Standing Committee and the National Assembly; listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong on the reception, explanation and adjustment of the proposed Program of the 7th Session of the 15th National Assembly; discussed and voted to approve the Program of the 7th Session of the 15th National Assembly; listened to the report of the Standing Committee of the National Assembly, Head of the Delegation Affairs Committee of the National Assembly Standing Committee Nguyen Thi Thanh on the dismissal of a National Assembly deputy from the National Assembly Delegation of Hoa Binh province from the duty of a deputy of the 15th National Assembly.

At 9:00 a.m., the National Assembly held the Opening Session of the 7th Session of the 15th National Assembly at Dien Hong Hall. The Opening Session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television.

At this session, the National Assembly is expected to consider many issues, including 24 issues related to legislation; 15 issues related to socio-economics, state budget, supervision and other important issues.

Regarding legislative work, it is expected that the National Assembly will consider and pass 10 draft laws, including: Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on Archives (amended); Law on Capital City (amended); Law on Organization of People's Courts (amended); Law on Amending and Supplementing a Number of Articles of the Law on Property Auction; Law on Management and Use of Weapons, Explosives and Support Tools (amended) (according to the procedure at one session); Law on Amending and Supplementing a Number of Articles of the Law on Security Guards (according to the procedure at one session);

The National Assembly also considered and approved 3 draft Resolutions: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; Resolution of the National Assembly on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program.

In addition, 11 draft laws were given opinions, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention, Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Pharmacy.

Regarding the review and decision on socio-economic issues, state budget, supervision and other important issues, it is expected to review additional assessment reports on the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024.

Approve the 2022 state budget settlement; review the Report on thrift practice and waste prevention in 2023; review the report on the results of implementing national gender equality goals in 2023; review and approve the Resolutions on the Supervision Program and establish the National Assembly's Thematic Supervision Delegation in 2025.

Conduct thematic supervision of "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023".

Consider and decide on the investment policy for the North-South Expressway construction investment project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section; consider and decide on adjusting the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period; consider and ratify the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of the United Kingdom of Great Britain and Northern Ireland.

Comment on the investment policy of the National Target Program on Cultural Development for the period 2025-2035; comment on the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050 (if qualified, it will be considered and approved at the 7th Session).

The Central Committee of the Vietnam Fatherland Front reported on the synthesis of voters' and people's opinions and recommendations sent to the 7th Session. The National Assembly also considered the report of the National Assembly Standing Committee on the results of the supervision of the settlement and response to voters' recommendations sent to the 6th Session of the 15th National Assembly.

Along with that, conduct questioning and answering questions; consider and pass the Resolution of the 7th Session, 15th National Assembly; consider and decide on other important issues (if any)./.
