Many Hai Duong voters expressed excitement and expectations for strong and comprehensive innovations at the 5th Session of the 15th National Assembly.

On the morning of May 22, the 5th session of the 15th National Assembly solemnly opened at the National Assembly House. In addition to the important contents expected to be resolved, this session has important innovations, the first time in history.
For the first time, a National Assembly session is divided into two concentrated sessions. Session 1 is from May 22 to June 10 and session 2 is from June 19 to 24. Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue emphasized that this is to set aside a week between the two sessions for National Assembly agencies and relevant agencies to prepare reports on receiving and explaining the opinions of National Assembly deputies and to revise and complete draft laws and resolutions to be submitted to the National Assembly for approval at the end of the session.
This shows the innovation and flexibility of the National Assembly when it is ready to change precedents to better suit reality. In some previous sessions, many voters and National Assembly deputies said that with a large number of bills, reports, draft resolutions being considered and hundreds of comments from National Assembly deputies at discussion sessions in the hall and in groups, it is difficult for relevant agencies to gather, absorb, and examine in time to supplement and amend before voting at the end of the session. On the other hand, if the draft laws and resolutions are completed during the break between the two sessions, the National Assembly can pass them at this session instead of waiting for the next session.
Also at this session, for the first time, the National Assembly will discuss in the hall the report on the results of monitoring the settlement of voters' petitions sent to the 4th session of the 15th National Assembly taking place in November 2022. Accordingly, on the morning of the first working day after the opening session, the National Assembly listened to the Report on the results of monitoring the settlement of voters' petitions sent to the 4th session. It is expected that on the afternoon of May 26, delegates will discuss in the hall after carefully studying this report.
Previously, on the morning of May 10, at the 23rd session, the National Assembly Standing Committee listened to and commented on the report. Since the beginning of the 15th term, the National Assembly Standing Committee has met every month to comment on the work of people's petitions to urge and supervise the settlement of voters' and people's opinions and recommendations, and to comment on emerging issues of public concern.
The continuous activities show that the National Assembly has been paying special attention to voters' recommendations and reflections and the work of handling complaints and denunciations. With detailed figures, the report shows a good signal when 2,593 recommendations have been synthesized and sent to competent agencies for settlement and 2,589 recommendations have been resolved and responded to voters (reaching 99.8%). The National Assembly and its agencies have responded to 91/91 recommendations. It can be seen that the National Assembly has supervised an important issue, with the goal of creating positive changes in this work, demonstrating that the highest state power agency always puts the legitimate interests of voters first.
According to the meeting agenda, the National Assembly is expected to spend the whole day on May 29 working on the content of the supreme supervision of the mobilization, management and use of resources for Covid-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine.
Here, the National Assembly will show a video of the monitoring results right in the hall for delegates to watch and broadcast live on radio and television for voters and people nationwide to follow. Afterwards, the delegates will discuss and "dissect" the hot issue that has been of interest to many people over the past time. Based on the report, the National Assembly will analyze and evaluate the results achieved, the shortcomings and limitations in the organization of the implementation of legal regulations, the objective and subjective causes; and propose specific solutions to remove obstacles. On the last day of the session's agenda, the National Assembly will vote to pass a resolution on the results of this thematic monitoring.
The National Assembly's continuous efforts to innovate not only in this session but also in many previous sessions have been recognized by voters nationwide in general and Hai Duong voters in particular.
