The National Assembly Standing Committee considers and approves a resolution on the arrangement of administrative units; gives opinions on the dossier proposing to amend and supplement a number of articles of the Constitution.
On April 9, the National Assembly Office announced that the 44th session of the National Assembly Standing Committee will take place in two phases: Phase 1 will last for 4 days (April 14-17); Phase 2 will last for 4.5 days (April 23 to the morning of April 28).
According to the scheduled program, at the first session of the meeting, the National Assembly Standing Committee reviewed and approved the resolution of the National Assembly Standing Committee on the arrangement of administrative units (replacing Resolution No. 35/2023 on the arrangement of district and commune-level administrative units for the period 2023 - 2030).
The National Assembly Standing Committee gave opinions on the proposal dossier: Amending and supplementing a number of articles of the 2013 Constitution; establishing a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and soliciting public opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution.
In addition, delegates gave their opinions on: Draft Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly; report on the results of monitoring the settlement and response to voters' recommendations sent to the 8th Session of the 15th National Assembly; and review the report on the National Assembly's public petition work in March.
Regarding law-making, the National Assembly Standing Committee gave opinions on draft laws, including: Law on Atomic Energy (amended); Law on Science, Technology and Innovation; Law on Extradition; Law on Transfer of Persons Serving Prison Sentences; Law on Mutual Legal Assistance in Civil Matters; Law on Mutual Legal Assistance in Criminal Matters.
At the same time, give opinions on explaining, accepting and revising the draft Law on Management and Investment of State Capital in Enterprises.
The National Assembly Standing Committee also gave opinions on many draft resolutions, including: Resolution on extending the period of exemption from agricultural land use tax; Resolution of the National Assembly on piloting the People's Procuracy initiating civil lawsuits to protect the civil rights of vulnerable groups or protect public interests; Resolution of the National Assembly on the Financial Center in Vietnam; Resolution of the National Assembly replacing Resolution No. 35/2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City; Resolution of the National Assembly on universalizing preschool education for 3-5 year old preschool children; Resolution of the National Assembly on amending and supplementing a number of articles of the Regulations of the National Assembly Session.
Also at the first session of the meeting, the National Assembly Standing Committee will give opinions on a number of other important contents: Project, Design plan for the construction of the Vietnam National Assembly Museum; Government report on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits...
At the second session of the meeting, the National Assembly Standing Committee commented on: The Government's report on the additional assessment of the results of the implementation of the socio-economic development plan and the State budget in 2024; the implementation of the socio-economic development plan and the State budget in the first months of 2025; and preparations for the 9th Session of the 15th National Assembly.
In addition, delegates gave their opinions on: Report on the results of the implementation of the 2024 Supervision Program and the first months of 2025, the planned 2026 Supervision Program of the National Assembly and the National Assembly Standing Committee; consider submitting to the National Assembly for decision on the establishment of the National Election Council and the election of the Chairman of the National Election Council; draft Resolution of the National Assembly on tuition exemption for public preschool and primary school students from the 2025-2026 school year.
The adjustment of the National Land Use Planning for the 2021-2030 period, with a vision to 2050; the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; the draft Resolution of the National Assembly on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026; the draft Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts were also commented on by delegates.
The National Assembly Standing Committee also gave opinions on a number of draft laws, including: Law amending and supplementing a number of articles of the Law on Credit Institutions; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on Enterprises (amended); Law amending and supplementing a number of articles of the following laws: Law amending and supplementing a number of articles of the following laws: Law on Bidding; Law on Investment under the Public-Private Partnership model; Law on Customs; Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets...
The Office of the National Assembly said that the 44th session of the National Assembly Standing Committee has spare time to review and comment on the amendment and supplementation of relevant laws on the arrangement of the State apparatus, relevant laws and resolutions to implement the policy of amending and supplementing a number of articles of the 2013 Constitution, continuing to arrange administrative units, building a 2-level local government organization model... to submit to the National Assembly at the 9th Session of the 15th National Assembly as required in Conclusion 126, Conclusion 127 of the Politburo, the Secretariat, Official Dispatch No. 43 of the Central Steering Committee on summarizing the implementation of Resolution No. 18.
The meeting also considered and gave opinions on amending and supplementing relevant laws to meet the requirements of Resolution No. 57 of the Politburo and Notice No. 03 on the conclusion of General Secretary To Lam at the 2nd meeting of the Central Steering Committee on science and technology development, innovation and digital transformation; Notice No. 133 of the Central Party Office; and considered some other contents (if any).
