Prepare mentally and physically for the new system

From March, new agencies and units will come into operation. For the 'revolution' in the arrangement and organization of the apparatus to not be mechanical, it requires a new mindset and internal strength of cadres, civil servants and public employees so that the apparatus can be closely connected, unified and synchronized.

Reorganizing and consolidating the political system's organizational structure is one of the important tasks of Party building in the new situation. This is an important step to improve the effectiveness and efficiency of state administrative agencies to meet the requirements of socio-economic development.

In the article “Radiant Vietnam”, General Secretary To Lam also affirmed the determination to consolidate the political system apparatus in the direction of streamlining, effective and efficient operation, overcoming cumbersome and overlapping situations; the key task in the current period and the coming time is to build and organize the implementation of a comprehensive model of the Vietnamese political system apparatus to meet the requirements and tasks in the new revolutionary period.

In response to the request of General Secretary To Lam, agencies, units and localities have resolutely directed and implemented "on schedule, without delay, without waiting for the Central Government", in the spirit of "exemplary Party agencies doing things first". According to the plan, after being reorganized and streamlined, ministries and branches will officially operate under the new organizational structure from March 1, 2025.

In order for the new apparatus of agencies and units to be able to operate immediately, the Government issued Resolution 27/NQ-CP at the regular Government meeting in January 2025. Accordingly, ministries, agencies and localities, according to their assigned functions, tasks and authorities, must ensure the progress of work related to the arrangement of the apparatus organization according to the conclusions of the Central Committee, resolutions of the National Assembly, and directions of the Government and the Prime Minister; not to let the operations of ministries, agencies and local People's Committees be interrupted or miss work, especially work directly related to people, businesses, and other relevant agencies, organizations and units.

In addition, closely monitor to promptly handle problems and difficulties arising in the process of merging and consolidating agencies; combine the arrangement and streamlining of the apparatus with restructuring the staff and innovating the way of organizing work.

National Assembly Chairman Tran Thanh Man has also just signed and issued Resolution No. 190/2025/QH15 regulating the handling of a number of issues related to the reorganization of the state apparatus. This Resolution takes effect from February 19, 2025.

Accordingly, the handling of a number of issues related to the reorganization of the state apparatus is carried out on the principle of: Ensuring compliance with the provisions of the Constitution and ensuring the legal basis for the normal, continuous and smooth operation of agencies; not allowing work interruptions, not allowing overlap, duplication or omission of functions, tasks, fields and areas, not affecting the normal operations of society, people and businesses.

These are very timely directions and instructions so that the new apparatus of ministries and branches can operate according to the set plan. However, the arrangement and organization of the apparatus is only the first step, because the goal of the "revolution" of arrangement and organization is to have a new, more complete apparatus, with a team of cadres, civil servants, public employees and workers, especially those who are "servants of the people" must achieve the set expectations of "streamlining - compactness - strength" and operating "effectively, efficiently and effectively" in the spirit of Resolution No. 18 of the 12th Party Central Committee.

More importantly, the arrangement is how to make the operating apparatus best serve the people and the country in the new era. This is not an easy task, because the arrangement and reorganization of the apparatus directly affects many individuals, units, and groups; and if each individual, unit, and organization does not put the common interests of the country and people first, it will be difficult to do so.

To achieve this, it is clear that not only “calling out” or “determining on paper” but also concrete actions of those who carry out public duties are needed. Because in a machine, each cadre, civil servant, and public employee is a “link”, each person needs to have a new mindset and internal strength so that the machine can be closely connected, unified and synchronized, thereby ensuring that the machine can operate well.

In which, promoting internal strength is the forte and strength of the work; not afraid of change, ready to accept tasks and assignments from the organization, unit, doing the work that the unit, organization needs. Each individual, especially cadres and party members, must be mentally prepared to carry out new tasks in the spirit of volunteerism, leading by example, even ready to accept sacrificing personal interests for the common good.

In fact, during the “revolution” of organization and restructuring, hundreds of cadres, leaders, civil servants, public employees, and workers voluntarily applied for early retirement or accepted lower positions or job transfers to facilitate the restructuring. Most recently, when merging the Ministry of Home Affairs with the Ministry of Labor, War Invalids, and Social Affairs, over 180 people applied for early retirement and quit their jobs (over 110 cadres, civil servants, public employees, and workers of the Ministry of Home Affairs alone), including those holding the positions of department heads, deputy department heads, and deputy department heads with 4 to 5 years of work remaining…

In localities, through preliminary synthesis: Hanoi Police has 59 leaders and commanders applying for early retirement; Thanh Hoa province has over 40 people (as of mid-January 2025 - PV); Vinh Phuc has nearly 300 people. In Quang Ngai, as of February 5, 256 cadres, civil servants, public employees and workers of 36 agencies and units registered for early retirement, including 21 cadres under the management of the Provincial Party Committee Standing Committee. In Quang Binh, 12 key cadres under the management of the Quang Binh Provincial Party Committee Standing Committee applied for early retirement, and in Minh Hoa district alone, 15 cadres and civil servants registered to retire. On February 17, Nam Dinh Provincial Police held a ceremony to announce the decision to retire from work for 13 cadres applying for early retirement...

These are examples that need to be replicated!

In reality, the requirements for ministries and branches to be established and arranged to prepare for operation are also very specific, accordingly, they must ensure effectiveness, efficiency, smoothness, no interruption of work, no vacant areas or fields.

After the reorganization and streamlining, the new apparatus and personnel must be “upgraded”, “better quality, higher efficiency”. The reorganization of the apparatus must optimize functions, avoid overlapping tasks, thereby helping to improve the effectiveness of state management.

In particular, reviewing and arranging staff according to job positions; ensuring the selection of the right staff, civil servants, and public employees with high qualifications, capacity, and responsibility in the organization and arrangement will play a decisive role in the operation of the apparatus.

However, reviewing and arranging staff is not simply "selecting out" from the old apparatus, but also needs to promptly develop a plan for training and developing human resources, in order to best meet the requirements and tasks according to the new situation and new organizational model.

Every cadre, civil servant and public employee, while operating the “new machine”, needs to be more aware of their responsibilities when performing their duties. More than ever, each individual needs to renew their thinking, be more determined and make more efforts for the common goal.
