Implementing local mergers and streamlining the apparatus, although affecting many cadres, civil servants, public employees, and workers, is a task that must be done 'without delay'.

Which provinces will Hai Duong merge with? When will the district level be officially abolished? How will the commune-level administrative units in the province be arranged? These are the issues that many people are currently paying special attention to, discussing and talking about enthusiastically.

This is completely natural and normal. Because most people want their lives, jobs, incomes, positions, etc. to be stable and better. When implementing the above policies, it will create big changes for each person, especially cadres, civil servants, public employees, and workers in state agencies.

However, worrying to the point that it affects work, even causing some cadres, civil servants, and public employees to become discouraged, give up, and disband, is not advisable.

We all understand that streamlining the apparatus of the political system is a key, urgent task, of vital significance to the development of the country in the new period. This is an inevitable requirement to improve the efficiency, effectiveness, and operational efficiency of the apparatus, meeting the requirements of building a modern, transparent political system, for the rapid and sustainable development of Vietnam in the new era. Therefore, to carry out this great revolution, sacrificing small interests and personal interests is obvious and mandatory. Cadres and party members must be exemplary and responsible for the common interests of the country and the people.

Secondly, the revolution of streamlining the apparatus has been and is being carried out by our Party on a large scale, comprehensively and very urgently in the spirit of "running and lining up at the same time", "anyone who is injured, has tired legs, sore feet, or sore heels, should stand aside". Being caught up in excessive thinking about issues that have clear policies and cannot be changed will make each person become more passive. Gradually, individuals easily form negative thoughts and attitudes in performing their work and tasks, making it more difficult for them to adapt and meet requirements when there are changes in their job positions. "If the thinking is not clear, carrying a heavy pot is also heavy".

In the near future, streamlining the apparatus will certainly not stop at mechanical arrangement. To organize a compact and refined apparatus, the arrangement and use of cadres, civil servants, public employees and workers will follow the motto "some in, some out, some up, some down".

To meet the increasing demands and work pressure in new organizations, units and localities, each person needs to proactively improve their qualifications, capacity and responsibility; be ready to adapt to changes. The immediate and important thing is to clear one's own mind and reach a high consensus to make specific contributions to the overall success of the apparatus streamlining revolution.

Up to now, Hai Duong province has completed many important tasks of restructuring and streamlining the apparatus in accordance with the direction of the Central Government, including the merger of provincial departments and district-level offices. The above results have been contributed by many leaders at all levels who set an example, promoted a sense of responsibility, and voluntarily retired early to facilitate the restructuring of the apparatus and create opportunities for the younger generation of cadres to continue their development.

The leaders of Hai Duong province have repeatedly emphasized that the task of streamlining the organizational apparatus is a very difficult, sensitive, and complicated task that directly affects each individual in each organization. Therefore, it requires solidarity, high determination, courage, and even the sacrifice of personal interests for the common good.
