Streamlining the organization: Choosing the right people, assigning the right jobs

In this organizational arrangement, evaluating and selecting the right people and assigning them to the right jobs is important, requiring each Party Committee, especially leaders at all levels, to not only be impartial, objective, and upright, but also courageous and resolute.

This is the content directed by Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen at the Conference to disseminate and propagate the policy of the Politburo and the Secretariat on reorganizing the apparatus of the political system, organized by the Ho Chi Minh City Party Committee on the morning of March 17.

According to Mr. Nguyen Van Nen, the important thing that has the “key of the key” meaning when reorganizing the apparatus is the cadres. The set goals of being lean, compact, strong, efficient, effective, and efficient are all related to the human factor; it is the people who decide whether the apparatus is strong or weak, good or bad, highly or lowly trusted by the people, because the reputation of an organization is made by the people.

The City Party Committee leaders requested that the city pay attention to and resolve the regime and policies for each cadre, civil servant, public employee, and worker in a reasonable and sympathetic manner.

"In particular, there must be no negativity, lack of democracy, objectivity and fairness in the process of implementing policies," Mr. Nguyen Van Nen noted, while also requesting to strengthen inspection, supervision and monitoring work.

According to the Secretary of the Ho Chi Minh City Party Committee, up to this point, the initial tasks of reorganizing the city's political system to be streamlined, strong, efficient, effective, and efficient have been implemented synchronously, ensuring strictness, caution, and meeting the requirements and progress set forth.

In the coming time, the Secretary of the City Party Committee requested that advisory agencies and functional agencies focus on completing the Project on rearranging and reorganizing administrative units at all levels according to the 2-level local government model. Relevant parties complete the Project on the Party organization system at the city and commune levels according to the conclusion of the Politburo; synchronously deploy the rearrangement and streamlining of the apparatus of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State.

Leaders at all levels and sectors from the city to the grassroots need to clearly perceive that this is a revolution in restructuring the apparatus to suit the development requirements of the new era.

This organizational restructuring is an objective, urgent, profound, comprehensive and more synchronous requirement to implement strategic goals to create new space, new conditions, new motivation, new opportunities for the country and the city to develop strongly in the new journey...

At the conference, Ms. Van Thi Bach Tuyet, Head of the Organizing Committee of the Ho Chi Minh City Party Committee, reported on some main contents of Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to reorganize and streamline the apparatus of the political system in 2025; Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system...

Up to now, after the reorganization and streamlining, Ho Chi Minh City has reduced 53 Party organizations, Party Executive Committees, Party delegations, specialized agencies, administrative agencies, and public service units under the city; reduced 86 district-level units and 216 internal focal organizations belonging to advisory agencies assisting the City Party Committee, the Vietnam Fatherland Front Committee of the city, city socio-political organizations, and specialized agencies and administrative agencies under the City People's Committee.
