In the fourth quarter of 2023, localities in Hanoi plan to organize a series of projects to auction land use rights for housing construction to increase budget revenue for investment in socio-economic development.

Notably, Long Bien district has 3 projects put up for auction. Specifically, 2 land plots with the code A4/TT1 (belonging to planning plot C12) and A7/TT2 (belonging to planning plot C13), Viet Hung ward, Phuc Dong are auctioned for low-rise housing with an expected starting price of over 2,147 billion VND (about 78.7 million VND/m2).

These two plots of land have a total area of ​​over 22,287m2, building 172 4-storey houses, with synchronous investment in technical infrastructure. Of which, plot A4/TT1 has an area of ​​12,197m2, building 80 houses, adjacent to Nguyen Minh Chau, Dao Hinh, Dao The Tuan streets and the internal roads of the urban area; plot A7/TT2 has an area of ​​15,090m2, building 92 houses, adjacent to Dao Hinh, Dao The Tuan streets and the internal roads of the urban area.

The form of land use is that the state allocates land without collecting land use fees for a period of 50 years. The buyer of a house with land use rights is stable for a long time.

Also in Phuc Dong ward, Long Bien District People's Committee will organize an auction of land use rights to implement a high-rise housing construction project for land plots marked B3/CT5 and B4/CT6 (belonging to planning plot C14).

According to the planning, land plot B3/CT5 has an area of ​​nearly 15,000m2, including 7,095m2 for high-rise housing construction with a total floor area of ​​80,685m2, an average height of 11.2 floors, 2 basements, 7,837.2m2 of land for technical infrastructure construction, internal roads, flower gardens, and trees.

Land plot B4/CT6 has an area of ​​nearly 12,200m2, including 5,585m2 of land for building high-rise buildings with an average height of 12.2 floors, 2 basements, total floor area of ​​68,130m2, land for building technical infrastructure, yard and road of 6,591.2m2.

According to the plan, on September 28, the People's Committee of Long Bien district will organize an auction of land use rights for 27 plots of land in plot TT5A-2 of planning plot TT5 of the project to build technical infrastructure for the land auction of land use rights.

The land plot has a total area of ​​3,131m2, specifically: Group 1 (6 plots) adjacent to the road and sidewalk 21.25m, construction density from 78% to 79%, area from 115.9-120.7m2, starting price 116.1 million VND/m2; Group 2 (3 plots) adjacent to the road and sidewalk 21.25m, construction density 59.2%, area from 117.7-256.6m2, starting price from 108.2 million VND to 113.9 million VND/m2; Group 3 (15 plots) adjacent to the road and sidewalk 11.5m, construction density from 71.9% to 72.1%, area from 90.1-90.4m2, starting price 88.2 million VND/m2; Group 4 (3 plots) adjacent to the road and sidewalk 11.5m, construction density from 51.7% to 52.8%, area from 135.3-174.7 m2, starting price from 84 million VND to 88.2 million VND/m2.

Or in Me Linh district, from September 14 to October 2, 2023, the District Land Fund Development Center will sell and receive documents for the third round of land use rights auctions for 86 plots of land (including 61 adjacent plots and 25 villa plots) in Dong Truoc Area, Hamlet 4, Xa Mac Village, Lien Mac Commune.

Me Linh District Land Fund Development Center said that 61 adjacent plots of land have an area of ​​95-172m2, starting price from 19.9 million VND to 20.6 million VND/m2; 25 villa plots have an area of ​​148-263m2, starting price from 18.4 million VND to 20.5 million VND/m2. Auction time is October 5, 2023.

Previously, in late August and mid-September 2023, Me Linh district successfully auctioned 75 land plots in Dong Truoc area, Lien Mac commune, collecting 177 billion VND for the budget.

In Dan Phuong district, 8 plots of land in Dong Hai area, Tho An commune were also put up for auction with an area of ​​66.2-93.1m2, starting price from 8.9 million VND to 11.1 million VND/m2. The time for receiving documents is from September 18, 2023 to October 4, 2023; the auction will be held on October 7, 2023.

In Dong Anh district, 63 land plots in plots LK1, LK2, LK3 (belonging to the Project of constructing technical infrastructure for the land use rights auction area in the Northwest of Le Phap village, Tien Duong commune) will be auctioned on September 30, 2023 and October 7, 2023.

33 plots of land in plots LK1, LK2-6 to LK2-17 will sell their application documents until September 27, 2023; 30 plots of land LK2, LK3 will sell and receive application documents until October 4, 2023. These plots of land have areas from 104.6m2 to 143.0m2, starting prices from 45.5 million VND to 56.5 million VND/m2.

In Thanh Tri district, the District Construction Investment Project Management Board and Lac Viet Joint Stock Auction Company plan to auction 52 plots of land for housing construction in Dinh Trang village, Duc Tu commune. Lot TT1 has 24 plots of land, with an area of ​​78.6-95.2m2, starting price from 57.1 million VND to 66.8 million VND/m2; Lot TT3 has 28 plots of land, with an area of ​​77.7-98.7m2, starting price from 57.1 million VND to 65.4 million VND/m2. The time for selling and receiving documents is from September 21, 2023 to October 4, 2023.

It is also expected that in this fourth quarter, Thanh Tri district will auction 58 small, interspersed plots of land to build houses in Ngu Hiep commune, Tam Hiep commune, Lien Ninh commune, Huu Hoa commune, Thanh Liet commune and 40 plots of land in auction area No. 1 of Tam Hiep commune.

The land plots range in area from 50.3 to 198.5 square meters, with starting prices from VND 31.5 million to VND 66.8 million per square meter. The time for selling and receiving applications is from September 15, 2023 to September 30, 2023; the auction will be held on October 3, 2023.

In addition, Thanh Tri district also organized an auction to lease 9 public land plots with a total area of ​​7,684 m2 (5-year term) in Dai Ang commune. The purpose of use is agricultural production in the form of state land lease with annual land rent payment. Auction date is September 28, 2023.

In Son Tay Town, 10 land plots in plots TĐC-DV02; TĐC-DV10 and TĐC-DV12 in HUD-Son Tay urban area, Trung Hung ward, will be auctioned on September 30, 2023. Time for selling and receiving documents from September 6, 2023 to September 27, 2023...

According to the Hanoi Department of Natural Resources and Environment, since the beginning of the year, land use rights auctions in localities have encountered difficulties, land use rights auction fees have been lower than planned, affecting budget revenue targets, especially in districts and towns.

The reason for the slow progress of land use rights auctions is mainly due to the cooling of the real estate market. In particular, the tight monetary policy and high interest rates have led to some projects facing financial difficulties and because the starting price is higher than the market price, investors do not participate in the auction. Some land plots have been announced for the second time but still have no participants. In addition, there is also a part of the reason due to slow site clearance or problems with planning and land procedures...

As of July 2023, the city has only organized 65 land auctions, of which 37 were successful and 28 were unsuccessful. The result of land auction revenue was 724 billion VND, reaching 5.42% of the plan.

To speed up the implementation progress, strive to complete the land use rights auction plan in 2023, and create resources for socio-economic development, the Hanoi People's Committee has authorized the District People's Committee to decide to establish a specific Land Price Appraisal Council and decide the starting price for land use rights auction in cases where the auctioned land has a value (calculated according to the land price in the Land Price List) of 30 billion VND or more to allocate land with land use fees to households and individuals in Hanoi. The authorization period is from July 4, 2023 to June 30, 2025.
