Delegate Nguyen Ngoc Sam said voters reported that the progress of granting land use right certificates was much slower than before.
Delegate Nguyen Ngoc Sam proposed to exempt land surveying and land use right certificate fees for households donating land for road construction.
Speaking at the meeting hall on the morning of July 13 in the program of the 16th session of the 17th Hai Duong Provincial People's Council, delegate Nguyen Ngoc Sam, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the Tu Ky District People's Council, said that after the model of granting one-level land use right certificates came into operation, the majority of people assessed that the progress of granting land use right certificates was much slower than before.
The issuance of land use right certificates after land consolidation and land plot exchange requires a huge amount of work from surveying, digitizing, documenting, and large costs. Therefore, the province needs to have a solution for decentralization, direction, and specific implementation guidance. Households donating land for road construction should be exempted from surveying fees and land use right certificate issuance fees. District level can support this group from the budget.
According to delegate Nguyen Ngoc Sam, Hai Duong needs to speed up the progress of expanding industrial parks. Quickly hand over land for urban projects with completed infrastructure in accordance with regulations, on schedule and ensuring quality, and resolve quickly. Speed up the disbursement of public investment capital.
